The First to Die

Is it appropriate to argue and jockey for position in announcing the name of the first serviceman to die in Vietnam?  This controversy has been going on now for far too long, but families continue to rush forward to have their relative named as the first to die in America’s most unpopular war.  The problem is some confusion about what it is we’re talking about.  Do we mean to recognize the first serviceman killed in the Vietnam War?  Or do we mean the first serviceman killed in Vietnam?  Or do we mean the name of the first serviceman killed while engaged in combat?

Does it even matter?

Lieutenant Colonel Albert P. Dewey, U.S. Army, was killed by Viet Minh insurgents on 26 September 1945. 

Technical Sergeant Richard B. Fitzgibbons, Jr., was killed in Saigon, South Vietnam on 8 June 1956 — shot and killed by a fellow airman during off-duty hours.

Captain Harry Griffith, U.S. Army (Special Forces) was killed at Nha Trang, South Vietnam on 21 October 1957, the result of a training accident.

Major Dale R. Buis and Master Sergeant Chester C. Ovnand of the U.S. Army, were both killed at Bien Hoa Air Base when the officer’s mess was attacked by Viet Cong sappers on 8 July 1959.

Specialist Fourth Class James T. Davis, U.S. Army was killed in a Viet Cong ambush on 22 December 1961.

Richard B. Fitzgibbon, Jr., was born in Stoneham, Massachusetts on 21 June 1920.  During World War II, Fitzgibbon served with the U.S. Navy, but after his discharge, he opted to join the newly created U.S. Air Force.  In the Air Force, Fitzgibbon was promoted to Technical Sergeant (E-6).  At the time of his demise, he was assigned to duty with the U.S. Military Assistance Advisory Group (MAAG) while attached to Detachment One, 1173rd Foreign Mission Squadron.  Fitzgibbon was involved in the training of Vietnamese Air Force Personnel.

The official date for the beginning of the Vietnam War, 1 January 1961, was officially announced by Vice President Lyndon B. Johnson who, at the same time identified Specialist Davis as the first American serviceman killed in that war.

Believing that she had discovered a grievous error, the sister of Fitzgibbons, Ms. Alice Fitzgibbon Rose Del Rossi promptly notified the Department of Defense of its error, bringing to their attention her brother’s death in 1956.  Ah, but the Vice President had already spoken and Johnson was not a man who liked anyone to correct him about anything.  Ms. Del Rossi then petitioned her congressman who asked the DoD to reconsider the beginning of the Vietnam War.  Until then, hardly anyone even knew about Technical Sergeant Fitzgibbons.

After a high-level review by the Defense Department, the start date of the Vietnam War was changed to 1 November 1955, which was the creation date of the U.S. Military Advisory Assistance Group, Vietnam (MAAGV).  This date change resulted in the proposition that (at least chronologically), Sergeant Fitzgibbons was the first American serviceman to die in the Vietnam War — and his name was added to the Vietnam Wall. Fitzgibbons, however, was not the first combat death in Vietnam, nor even the first to die in wartime Vietnam.  Colonel Dewey owns that plank.

The story of the Fitzgibbon family in Vietnam isn’t over.  Lance Corporal Richard B. Fitzgibbon III, U.S. Marine Corps (1944 – 1965) was killed while serving in Vietnam on 7 September.  Father and son are interred next to each other at the Blue Hill Cemetery in Braintree, Massachusetts.

And The Last …

Corporal Charles McMahon from Woburn, Massachusetts, and Lance Corporal Darwin Lee Judge from Marshalltown, Iowa, were both serving with the Marine Corps Security Guard, U.S. Embassy, Republic of Vietnam (Saigon) on 29 April 1975 (the day the Vietnam government collapsed) when they were killed by a North Vietnamese Army (NVA) rocket attack on the embassy.  At the time of McMahon’s death, he had served in Vietnam for less than thirty days; he was 21 years old.  Lance Corporal Judge had served in Vietnam for less than 60 days; he was only 19 years old.

The remains of these two Marines were transferred to the Saigon Adventist Hospital near Ton Son Nhut Air Base, pursuant to the procedures outlined by the State Department, but with the collapse of the South Vietnamese government and the rapid evacuation of the U.S. Embassy, their bodies were left behind during the withdrawal.

It was a year before their bodies could be returned to the United States, and only then because of the intervention of Senator Edward M. Kennedy (D-MA). Corporal Judge was buried with full military honors in his hometown, however, no one from the American news media covered the burial ceremony.  I have no information about the burial ceremony of Charles McMahon. The Vietnam War was never very popular and it was probably too much trouble to report these sad events in the press.

McMahon and Judge were the last U.S. Servicemen to die in Vietnam; they were not the last young men to die in the Vietnam War.  The term “Vietnam War” includes the U.S. involvement in the so-called Mayaguez Incident, which resulted in another 18 Americans killed in the line of duty (and forsaken by their countrymen).  See also: Mayaguez: Crisis in Command.    

The Bay of Pigs

Background

I originally intended to begin this essay by asserting that the fifteen years following World War II were not a particularly good time to be an American.  On further reflection, the statement remains valid, but I’d have to suggest a much extended time period — maybe three decades to around 1980.  Looking back upon the post-World War II period, it seems as if the American Republic was suddenly beset with utter morons occupying high government positions when, in fact, they should not have been allowed to work at a car wash.

Following the Second World War, military veterans returned to their homes with the expectation of owning a piece of the good life everyone fought so hard for … that having the tragedies and heartbreaks of war, the inconveniences of rationing, and all the uncertainties behind you, that a new day was coming.  It was dawn in America.  Everyone could smell the Maxwell House Coffee — good to the last drop.

We drank the coffee but didn’t enjoy much of the good life.  The American economy was in flux, but almost everyone expected that sort of thing.  Politicians were telling Americans that we were somehow responsible for putting Europe back together, and yes — Americans would have to pay for it.  Americans would have to pay for the U.S. arms race with the Soviet Union, too — after giving the Russians all of our military technology and secrets to the atomic bomb.  Writer and former socialist George Orwell (real name, Eric Blair) called that period the “Cold War.”  In Orwell’s context, the “cold war” was the threat of nuclear war.  If Orwell was anything at all, he was perceptive.

None of the news was particularly good (for anyone). Almost everyone enjoyed the Cuban Missile Crisis — especially the kids who had to practice getting under their desks at school and the families that began borrowing money for a backyard bomb shelter. Iron curtains, bamboo curtains, and civil wars broke out from Indochina to Greece, Palestine to Iran, China, and Malaya. And then there was a period when it seemed as if every Jew who ever worked for the U.S. government was a spy for the Soviet Union — more than a handful, at any rate.

After John F. Kennedy was elected to the presidency in November 1960, one of his chief concerns was the loss of America’s prestige among world nations and the credibility of its government among the American people.  He was determined to “draw a line in the sand.”  There would be no more stalemates in the containment of global communism.  In a comment made to journalist James Reston of the New York Times, Kennedy said, “Now, we have had a problem making our power credible; Vietnam looks like the place.”

Vietnam was not the place.

After taking office in January 1961, Kennedy was correct to acknowledge a failure in American diplomacy, but he might have given some consideration to the government’s inability to reason.  Given the United States’ long history in Cuba, one wonders what Eisenhower thought when he authorized the CIA to plan a paramilitary invasion there.  Even if it was true that just the mention of Fidel Castro’s name gave Eisenhower gas, what did the United States hope to gain by funding, organizing, and then screwing up an ex-pat invasion of Cuba?

It wasn’t just Eisenhower, his predecessor, or even Kennedy — the deficiency was in the entire body of American policy-makers whose collective brains couldn’t charge a triple-A battery.  The cost of this deficiency was five million in Korea and Vietnam, and only the Almighty knows how many dead we’ve left behind in the Middle East.  Yes, the madness continues —

If one could go back in time and sit with and engage one of the long-dead presidents in conversation, who would that be, and what would one wish to talk about?  There are several presidents that I’d like to speak with.  I might ask Roosevelt, for example, what he thought when he ordered the OSS to create and arm communist guerrillas in Southeast Asia?  I might ask Truman, “What did you think North Korea and the Soviet Union would do after your Secretary of State neglected to include the Korean Peninsula under the umbrella of the United Nation’s defense pact?  I would ask Mr. Eisenhower, given his background as a five-star general, “What was the likely result of invading Cuba with a mere 1,400 irregular Cuban exiles?”  In other words, “What in the hell were you guys thinking?”

Nightmare

Fidel Alejandro Castro-Ruz was born into wealth.  His father was a successful farmer from Galicia, Spain and his mother was the child of a Spanish Canarian.  Fidel Castro was well-educated but an unruly child (typical of the way Hispanic boys are raised).  He turned out just as his parents wished.  Fidel began law studies at the University of Havana in 1945, which became the birthplace of his political activism.  When he failed in his candidacy for class president, he became critical of corrupt politics — defined as anyone who disagreed with Fidel Castrol.  It was an attitude quickly and easily transferred to real Cuban politics.

In college, Castro adopted the political philosophy of Eduardo Chibás, advocating for social justice, honest government, and political freedom.  Ultimately, however — even while still in college — Fidel Castro became a man just like those he claimed to detest.  He hired gangsters to suppress anyone whose views differed from his own, which was problematic because, according to historian John Gaddis, Fidel Castro was a revolutionary without an ideology.  He was a street fighter, guerrilla, assassin, interminable speaker — and a pretty good baseball player, but Castro had only one focus: his lust for power.  Fidel Castro was willing to use any means to obtain it.  If he followed any example, it was that of Joseph Stalin — not Karl Marx.

Until 1898, Cuba was part of the Spanish Empire.  In the preceding thirty years, Cuba was a troubled land with three wars of liberation, which began in 1868.  Liberation finally came to Cuba through the Spanish-American War, but the United States withheld self-rule until 1902 when a Cuban-born American named Tomás Estrada Palma became Cuba’s first president.  Afterward, large numbers of American settlers and businessmen began arriving in Cuba.  Within three years, non-Cuban Americans owned sixty percent of Cuba’s rural properties.  Palma’s growing unpopularity over these conditions prompted the US government to dispatch 5,000 Marines to “police” the island between 1906-1909.  Marines returned for the same purpose in 1912, 1917, and 1921.

In 1952, Cuban general Fulgencio Batista seized power and proclaimed himself president.  After consolidating his power, Batista canceled planned elections and introduced a new form of democracy to the Cuban people.  He called it “disciplined democracy.” Until the appearance of Fidel Castro, the US Ambassador to Cuba was the second-most popular (the second most powerful) man in Cuba.[1]

Batista’s tyranny resulted in an armed rebellion with several groups competing for domination.  College professor Rafael G. Barcena headed the National Revolutionary Movement, University Student President Antonio Echevarria led the Revolutionary Student Union, and Fidel Castro led the 26 July Movement (M-26-7).  Castro also led his guerrilla army against the Batistas from 1956 to 1959.  The more Batista tried to repress Castro, the less popular he became.  By mid-1958, when his army was in full retreat, Batista resigned the presidency in December and went into exile.  Before he departed Cuba, Batista liberated $ 300 million US dollars.  One can live comfortably in Malaga, Spain, on that money.

Cuban attorney Manuel Urrutia Lleo replaced Batista as president.  Castro approved of Lleo, particularly since most of Manuel’s cabinet were members of M-26-7.  Lleo appointed Castro to serve as prime minister.  Dismissing the need for new elections, Castro proclaimed the new administration a “direct democracy,” in which the Cuban people would assemble en masse and express their democratic will.

Yet, despite Castro’s political success and relative popularity, not every Cuban was happy — so the revolution continued for several years.  It’s how Latino politics is done.  The Escambray Rebellion (which lasted for six years) had the support of Cuban exiles, the American CIA, and Rafael Trujillo’s regime in the Dominican Republic.  As rebellions go, it was a bloody mess.  There were explosions, arsons, assassinations, firefights in downtown areas, and a few melees in outlying areas.  A few revolutionaries even hijacked an airline and ordered it flown to Jacksonville, Florida.  By May 1961, Castro decided he’d had enough “revolution” and started getting serious about cracking down on all political opposition.  Castro-friendly police officials began arresting hundreds of the usual suspects.

In public, Castro objected to the torture and torment Batista inflicted on the Cuban people, but Castrol increased the amount of suffering forced on Cuban dissidents.  Reacting to stories of widespread prison torture and assassination, Cubans demanded fair trials for those accused of crimes.  At first, Castro appeared as a moderating force and helped set up public trials, but a responsible American press openly challenged  Castro’s claims, accusing those efforts of a sham.  They reported that Castro’s “fair trials” always ended with execution.  The American press was right about Castro.  Behind the scenes, press members daring to criticize Castro for any alleged atrocities found themselves at odds with media union members.  In 1960, a government edict mandated that every news article criticizing government policy contain a “clarification” by a printer’s union representative attesting to the truth of the article.  It was the beginning of government censorship in Cuba.

Castro’s reaction to allegations in the press was vociferous.  “Revolutionary justice,” he said, “is not based on legal precepts but moral conviction.”  As a demonstration of his support for revolutionary justice, Castrol organized the first Havana trial in front of an audience of 17,000 onlookers.  When a revolutionary jury found a group of former Cuban pilots “not guilty” of intentionally bombing a Cuban village, Castro ordered a retrial.  At the second trial, the jury found all of the accused “guilty as charged.”  Revolutionary justice also saw the execution of former Castro ally William A. Morgan.[2]

In 1960, the U.S. government wasn’t happy with the direction of Castro’s government.

Fiasco

In 1960, the US and Cuba entered into a period of quid-pro-quo diplomacy.  Castro ordered the country’s oil refineries (then controlled by Exxon, Standard Oil, and Shell) to process crude oil purchased from the Soviet Union.  The US government ordered the companies to refuse.  Castro then nationalized the refineries.  The US canceled all sugar imports from Cuba.  Castro responded by nationalizing all US banks, sugar mills, and other holdings.  The US imposed an embargo on all American-made exports (except medicines and certain foods).  Castro seized over 500 American-owned businesses, including Coca-Cola and Sears Roebuck.

At a meeting of the Organization of American States (OAS), the US Secretary of the State accused Castro of being a Bolshevik, a Stalinist, and a tool for global communism.  Secretary Christian Herter urged the OAS to denounce the Castro regime.  Castro pointed to the plight of American blacks, suggesting that the United States might consider getting its own house in order before criticizing others. At the meeting, the US pledged not to interfere in the domestic affairs of the Cuban government — but, of course, the pledge was a major fib because, by the time of the OAS meeting, the American CIA was already passing around its catalog of dirty tricks for comments and recommendations.

The idea of overthrowing the Castro regime took root early in 1960.  As the threat of global communism grew larger, the CIA increased its effort to undermine communist countries, organizations, and activities — even if that meant supporting brutal neo-fascist dictatorships.

Heading this effort was CIA Director Allen Dulles, a former member of the OSS.  Recognizing that the Castro regime was becoming openly hostile toward the US, Dulles urged President Eisenhower to authorize a para-military invasion of the island.  Eisenhower wasn’t convinced an attack was a good idea, but based on developing options, the president permitted Dulles to “begin planning.”  Richard M. Bissell, Jr., one of the “Georgetown set” insiders, was in charge of this effort.[3]

On 17 March 1960, the CIA submitted its plan to overthrow Fidel Castro to the National Security Staff.  President Eisenhower suggested that he might be able to support it, and then he approved $13 million to explore further options.  The plan’s first objective was to replace Castro with someone more devoted to the interests of the Cuban people and the United States — and of course, in a manner that would not implicate the United States.

In August 1960, the CIA contacted the Cosa Nostra mob in Chicago, offering them a contract to assassinate Fidel Castro, his brother Raul, and Revolutionary Che Guevara.[4]  If the mob’s operation should prove successful, the CIA promised to reward them with a monopoly on gaming, prostitution, and drugs inside Cuba.  [Morality is only an 8-letter word].

After this 1960 CIA-Mob meeting, planning for Fidel Castrol’s assassination began in earnest.[5]  Some of the CIA and Chicago mob’s methods were creative in the same way as James Bond’s awesome gadgets: poison pills, exploding seashells, and clothing coated with toxins.  The CIA also considered the usual methods of murder: snipers, ambuscades, and explosives.  No Aston Martin was ever mentioned.  Later, in 1961, when President Kennedy was making secret overtures to Castro, CIA officer Desmond Fitzgerald assigned CIA agent Rolando Cubela to murder Castro.  Fitzgerald told Cubela that Attorney General Robert F. Kennedy had sanctioned the kill.

Bissell assembled agents to help him put the plan together, several of whom had participated in the coup d’état in Guatemala in 1954 — including David Philips, Gerry Droller, G. Gordon Liddy, and E. Howard Hunt.[6]  Droller was placed in charge of rounding up anti-Castro Cuban ex-pats living in the United States.  Hunt helped fashion a government in exile (which the CIA would control) and then traveled to Havana to meet with people from various backgrounds.  When Hunt returned to the United States, the State Department denied the CIA’s request to conduct irregular military training on U. S. soil.  Cuban exiles were afterward informed that they would have to travel to Mexico for their training.

The plan involved four elements: propaganda, covert operations inside Cuba, assembling paramilitary forces outside of Cuba, and providing naval gunfire, air, and logistical support for the ground forces once the invasion occurred.  At this point, however, it was only a planning session.  Contrary to what many people now claim, there is no evidence that Eisenhower ever approved a final plan or gave his final approval for “launch.”

On 20 October 1960, presidential candidate John Kennedy released a scathing criticism of Eisenhower’s Cuba policy which stated, in part, “We must attempt to strengthen the non-Batista democratic anti-Castro forces … who offer eventual hope of overthrowing Castro.”  At this point, Castro must have had a good inkling about U. S. intentions toward Cuba. 

By 31 October, in addition to John Kennedy’s “heads up” to Castro, the CIA had already experienced several “war stoppers.”  In fact, it almost couldn’t get any worse.  The Cubans intercepted every attempt to infiltrate covert agents, and the CIA’s aerial supply drops all fell into the hands of the Cuban military.  Fidel Castro would have had to have been the deaf, dumb, and blind kid not to suspect something “big” was about to happen.  Bissell began to re-think his game plan.  His best new idea was an amphibious assault involving some 1,500 men.  Note to clarify: that would be fifteen-hundred lightly armed men opposing around 89,000 well-armed home guards.

John Kennedy’s election in early November 1960 re-energized CIA operatives.  Dulles and Bissell provided a general outline of their plan to president-elect Kennedy on 18 November 1960.  Dulles voiced confidence that the CIA was capable of overthrowing the Cuban government.  On 29 November 1960, President Eisenhower met with the Secretary of State, Secretary of Defense, Treasury Department, and CIA to discuss Bissell’s amphibious raid idea.  No one expressed any objection, and Eisenhower gave his tentative approval subject to the preferences and prerogatives of president-Elect Kennedy.

Bissell presented his outline to the CIA’s “special group” on 8 December 1960.  Of course, he would not commit any details to written records because if there was ever a time for “plausible deniability,” this operation was it.  The planning continued until 4 January 1961.  Bissell added a “lodgment” of about 750 men at an undisclosed location in Cuba.

Following the election of 1960, President Eisenhower conducted two meetings with president-elect Kennedy at the White House.  Eisenhower informed Kennedy that since the previous March, the CIA had managed to train several small units of Cuban ex-pats in Guatemala, Panama, and Florida, but it was nothing of significant consequence.  President Eisenhower emphasized that despite the Cuban ex-pats’ stated preferences, he was not in favor of returning Batista to power at the head of an American-funded foreign militia.

Going Rogue

On 28 January 1961, CIA officials briefed President Kennedy together with key members of his cabinet.  The plan was code-named Operation Pluto, which called for a 1,000-man amphibious landing at Trinidad, Cuba, 170 miles southeast of Havana, near the foothills of the Escambray Mountains.  Secretary of State Dean Rusk offered a few embarrassing observations.  He didn’t understand, for example, why the CIA was talking about airfields and B-26 aircraft.  If this was a covert operation if the United States intended to blame everything on Cuban ex-pats, where would such men come up with the B-26 Marauder?  Kennedy wasn’t pleased with Trinidad; he wanted a less likely landing site.  After the meeting, the unenthusiastic new president authorized planning to continue but directed additional briefings with progress.

In March, CIA officers helped Cuban exiles in Miami create the Cuban Revolutionary Council.  The CIA ensured that the Revolutionary Council approved former Cuban prime minister José Miró Cardona as Cuba’s new head of state.

CIA planners divided its fifteen-hundred-man paramilitary force into six battalions (five infantry and one paratroop).  According to the plan, these men would assemble in Guatemala on 17 April and launch their assault from that location.

Despite the deep reservations of Secretary Rusk and U.S. Army General Lyman Lemnitzer, JCS Chairman, President Kennedy approved the CIA’s plan, now known as Operation Zapata, on 4 April 1961.[7]  The Bahía de Cochinos (Bay of Pigs) in Las Villas Province was chosen as the point of assault because it was relatively isolated and had a sufficiently long airfield.  Also, its location would make it easier for the United States to deny direct involvement.  Bissell designated three landing sites (Blue Beach, Red Beach, and Green Beach).

On 15 April, eight CIA-owned B-26 bombers attacked Cuban airfields and returned to their South Florida base.  On 17 April, the main invasion force landed at Blue Beach and quickly overwhelmed a local militia.

Initially, José Ramon Fernandez led the Cuban army’s counter-attack.  Later, Fidel Castro took control of the Cuban force.  The Cubans quickly publicized the event as a U. S. invasion.  For whatever reason, the invaders lost their initiative and faltered in the face of Castro’s overwhelming response.  Back in Washington, President Kennedy chickened out and withheld the CIA’s promised naval and air support, without which the CIA plan could not — and did not succeed.

The Cuban exiles surrendered to Castro’s forces on 20 April.  More than an overwhelming defeat for the Cuban invaders, it was an unmitigated disaster for American foreign policy and CIA whizbangmanship — even worse than that, the invasion elevated Fidel Castro to the position of a national hero, solidified his place in Cuba, and pushed Cuba toward closer ties with the Soviet Union.  The stage was thus set for the Cuban Missile Crisis of 1962.

Debrief

In the history of American clandestine operations, there may not have been a less covert operation than the Bay of Pigs invasion.  To begin with, all the Cubans had to do to achieve a forewarning of the invasion was read the American newspapers.  The Cuban invaders themselves openly bragged about what they were up to throughout the entire training period.  Loose lips sink ships.

In addition to this lack of security, the CIA’s covert operators initiated several acts of sabotage before the landing, such as setting fire to government buildings and department stores, a robust propaganda effort, and of course, Castro was receiving regular reports on the CIA’s activities, courtesy of his new best friends, the Soviet KGB.  Everyone who was anyone knew all about the CIA’s top-secret Cuban invasion plan.[8]

Despite all the Navy’s efforts to mask their role in support of the invading force, Cuban-flown Soviet MiG-15’s kept regular tabs on the position of naval support platforms beginning on 14 April 1961.  More than this, the Cuban aircraft wanted the navy to know that the Cuban air force was keeping an eye on them.  A planned diversionary amphibious assault on the night of 14/15 April turned back mid-way to shore when Cuban defense forces opened fire.  Later that morning, the CIA dispatched a T-33 reconnaissance sortie over the diversionary site, which the Cuban defense force promptly shot down.  The plane crashed into the sea, and its pilot, Orestes Acosta, did not survive.

Also, on 15 April, eight B-26 aircraft with Cuban air force markings attacked three Cuban airbases (two near Havana and one close to Santiago).  The strike intended to cripple the Cuban air force, and while a few Cuban military aircraft were destroyed, most casualties were civilian airframes.  However, this was not the story told to CIA handlers by the pilots during their post-mission debrief.  The CIA didn’t know the truth of these strikes until after reviewing aerial films taken by a U-2 overflight on 16 April.  It was based on this U-2 film and President Kennedy’s intention to continue his (worst-ever) deception that he canceled all future air support missions.

At mid-day on 15 April, Cuba’s UN ambassador began screaming bloody murder about a U. S. invasion of his country.  Much earlier in the year, CIA operatives approached Cuba’s UN ambassador, Señor Raúl Roa, attempting to encourage his defection.  It was an effort, Roa, no doubt reported to this foreign minister — and this would have been another piece in the puzzle for the Castro government.

Responding to Roa’s accusations, America’s UN ambassador, Adlai Stevenson, denied US involvement in the reported incident.  President Kennedy’s statement to the press was, “I have emphasized before that this was a struggle of Cuban patriots against a Cuban dictator.  While we could not be expected to hide our sympathies, we made it repeatedly clear that the armed forces of this country would not intervene in any way.”

Castro’s government knew better.  Before the end of the day on 15 April, the head of Cuba’s National Police, Efigenio Amerijeiras, began rounding up all the usual suspects.  The National Police would eventually arrest upwards of 100,000 Cuban citizens.  They would become the hapless casualties in the CIA’s war against Fidel Castro.  In all likelihood, probably no more than a handful of Cubans living in Cuba at the time had any knowledge of the invasion.

The Scoundrels

Bissell’s numerous assistants included Tracey Barnes, Allen Dulles, a training cadre from the U. S. Army Special Forces Group, members of the U. S. Air Force and Air National Guard, and CIA officers David Atlee Philips, E. Howard Hunt, David Morales, Gary Droller, Jacob Esterline, Colonel Jack Hawkins, Colonel Stanley Beerli, and Felix Rodriguez.[9]

According to Allen Dulles, CIA planners always believed that once the invasion force went ashore, President Kennedy would authorize any action required to prevent mission failure (which is what Eisenhower did in 1954 in Guatemala).  Kennedy would not pursue that path, but the mission’s failure depressed the president and, in fits of anger, indicated to a confidante that he wanted to splinter the CIA “into a thousand pieces.”[10]

After Kennedy’s assassination, investigators considered (very briefly) whether the threat might have been connected to his untimely death.  Splintering the CIA did not occur, but from that moment forward, Kennedy had little confidence in the advice of the CIA or senior officers inside the Pentagon.  According to Kennedy’s friend Ben Bradlee, the president told him, “The first advice I’m going to give my successor is to watch the generals and to avoid feeling that because they were military men, their opinions on military matters were worth a damn.”

Political Fallout

The Kennedy administration didn’t mind playing fast and loose with international law or ignoring gentlemanly behavior, but it was mightily embarrassed when the secret invasion plan turned into a well-publicized failure.  During a State Department press conference on 21 April, John Kennedy issued his often quoted statement, “There’s an old saying that victory has a hundred fathers — and defeat is an orphan.”  He then accepted responsibility for the shenanigans, even though Secretary Adlai Stevenson denied involvement with the United Nations.  A few months later, revolutionary and mass murderer Che Guevara sent a note to President Kennedy thanking him for the invasion, saying, “Before the invasion, the revolution [in Cuba] was weak.  Now it’s stronger than ever.”

Subsequently, the Castro regime became (understandably) paranoid about US intentions, particularly after Kennedy imposed trade sanctions, which he followed with a formal embargo.  The invasion didn’t work out, but that didn’t stop Kennedy from doubling his efforts to depose Fidel Castro.  A short time later, Kennedy ordered the Pentagon to design a secret plan to overthrow Castro.  The plan, codenamed Operation Mongoose, included sabotage and assassination.[11]

[7] Both Kennedy brothers appeared enthusiastic about the operation, and both seemed to play down any hesitation from cabinet advisors.  They had made a campaign promise to rid Cuba of Castro, and that’s what they intended to do.

[8] It was later learned that the CIA knew that the KGB knew about the invasion plan and that the KGB had likely informed Castro, but it was something the CIA never shared with President Kennedy.  The CIA was also informed by British Intelligence that, according to their sources, the Cuban population was overwhelmingly behind Fidel Castro.  There would likely be no groundswell of support for the ex-pat invaders.

[9] Colonel Hawkins, a Marine Corps Officer, was assigned to the CIA to assist in planning for amphibious operations.  After completing basic officer’s school in 1939, Hawkins served with the 4th Marines in Shanghai, China, and later moved with that regiment to the Philippine Islands.  Captured on Bataan, the Japanese interned him at a POW camp on Mindanao.  He and several others escaped, eventually making their way to Colonel Wendell Fertig’s guerrilla band.  Hawkins led several guerrilla raids against the Japanese until evacuated by submarine to Australia.  He later authored a book about his Philippine experiences, titled Never Say Die.

[10] Quick review: a new president who wants to split his spy agency into a thousand pieces could become a primary target for assassination. If the CIA had a hand in the assassination of John F. Kennedy, it was very likely the only project they undertook in the 1960s that worked out as planned.

Somalia, 1992-95

The Ongoing Threat

Somalia remained a dangerous place because of the randomness of armed assaults.  Marines and soldiers on patrol could never be sure when they might walk into a factional firefight or run into a gang of thugs.  On 12 January 1993, a security patrol was making a routine sweep along the southwest corner of the Mogadishu airfield.  At 2140, the patrol walked into an ambush and engaged in a firefight with several Somalis.

PFC Domingo Arroyo, a member of the security patrol, was mortally wounded.  Arroyo’s military occupational specialty was “field wireman,” primarily assigned to Headquarters Battery, 3rd Battalion, 11th Marines (artillery).  His participation in the security patrol was in keeping with this Marine Corps tradition: Every Marine is a Rifleman.  PFC Arroyo was the first Marine killed in Somalia.

General Wilhelm realized that to carry out his security mission, Mogadishu would have to be stabilized.  He wanted an aggressive plan to develop intelligence sources to enable Marines to become better prepared for their dangerous duties.  The result was a four-phase plan within which each phase would turn simultaneously, like the wheels in a timepiece.

The phases were (a) collect information about the human population (clans, where they lived, location of gang leaders, etc.), (b) Increased foot patrols and checkpoints, increase the visibility of the troops, (c) direct action as required, and (d) evaluation, assessment, and formulating an updated plan for ongoing actions.

The units involved in this new process, organized within the MARFOR Mogadishu Task Force under Colonel Jack W. Klimp, were 3rd Battalion, 11th Marines, 3rd Amphibious Assault Battalion, 3rd Light Armored Infantry Battalion, Charlie Company, 1st Battalion, 7th Marines, and Kilo Company, 3rd Battalion, 9th Marines.

The task force numbered 2,000 Marines with its CP at the sports stadium in the northern section of the city — where most of the factional conflicts took place.  Its main activity was patrolling, which enabled Marines to gather intelligence and demonstrate their constant presence.  Patrolling reduced violence and reassured citizens of the Marine’s benign intent.  Patrols also raided arms merchants within the outdoor markets and confiscated firearms whenever encountered.[1]

Shift in Mission

In January 1993, Bill Clinton assumed the presidency.  What Mr. Clinton understood about military operations would fit entirely on a post-it note.  Worse, all Clinton had available to advise him was Defense Secretary Les Aspin, Chairman of the JCS, General John Shalikashvili, and Commander, Central Command, General Joseph P. Hoar.

In early March 1993, UN Secretary-General Boutros Boutros-Ghali submitted to the UN Security Council his plan for returning Somali operations to the United Nations.  He acknowledged that the US-led peacekeeping/humanitarian missions were successful.  However, there was still no national government, police, or national army, and tribal factions continued to threaten the stability of the Horn of Africa.  To that end, the Secretary-General authorized UNOSOM II to establish a more secure environment throughout Somalia to achieve national reconciliation and a democratic state.

At a National Reconciliation Conference in Somalia, all fifteen Somali factions agreed to restore peace and democracy.  However, within a month, General Aideed’s faction had another think and decided not to cooperate with UNOSOM.  Aideed began broadcasting anti-UN propaganda over Radio Mogadishu, which prompted the Commander, UNOSOM II, Lieutenant General Cervik Bir, to shut down the radio station.

Meanwhile, UNOSOM’s principal staffers were all Somalis with no direct benefit in the success of the UN mission.  This explains how the UNOSOM organization became saturated with factional spies.  Aideed, for example, knew what UNOSOM was planning almost before General Bir.  After Aideed’s forces assaulted a Pakistani peacekeeping force, killing 24 and wounding 57 (also wounding 1 Italian and 3 American soldiers), the UN ordered the arrest and prosecution of General Aideed.

The search for Aideed began in earnest on 12 June.  Despite a house-to-house search for Aideed, he was never located.  On 12 July (Bloody Monday), US forces assaulted a house believed to contain Aideed.  Killed in the attack were several tribal leaders who, post mortem, were said to have been discussing peace arrangements with other factions — but that isn’t the information US forces had before the attack.  They believed Aideed was present at that “meeting of elders.”  Whatever the truth, the International Red Cross stated that 54 Somalis died in the attack, with an additional 161 wounded.  Aideed was not among the casualties.[2]

On 8 August, Aideed’s forces detonated a remote-controlled bomb against a US military vehicle, killing all four of its occupants.  Two weeks later, another bomb killed or injured seven more soldiers.  President Bill Clinton responded by ordering a Special Forces Task Force, including 400 Army Rangers, to deal with Aideed.  The Special Forces unit arrived in Somalia on 22 August 1993.  A month later, forces under Aideed shot down a Black Hawk Helicopter in the New Port area of Mogadishu.  All three crewmen died in the explosion/crash.

The Battle of Mogadishu

Also referred to as Operation Gothic Serpent, the battle began as a military quest by the U.S.-led peacekeeping and humanitarian coalition to capture Mohamed Farrah Aideed.[3]  General Aideed’s assault against coalition forces was part of a larger scheme by Saudi Arabia-funded Al-Qaeda to discredit the American armed forces and U.S. foreign policy in the Middle East/Africa.

As part of the operation, led by the Joint Special Operations Command (JSOC), coalition troops were deployed to arrest two of Aideed’s lieutenants.  It quickly evolved into the Battle of Mogadishu (22 August-13 October 1993) and resulted in an unmitigated disaster for coalition troops and a strategic victory for Al Qaeda and the Somali National Alliance.  It was one of the most devastating battle losses in U.S. history.  By using the phrase “battle losses,” I do not refer simply to the 19 American, 25 Pakistani, or 1 Malaysian soldier killed; I refer to the fact that President Bill Clinton’s weak leadership, his lack of resolve, and the imposition of overly-restrictive rules of engagement allowed barely armed Somalis to hand the U.S. military a resounding defeat.

On 3 October, the joint-task force commander dispatched 160 combat troops, twelve vehicles, and 19 aircraft to make the arrest.  Aideed’s lieutenants were soon taken into custody and, along with an injured soldier, loaded into vehicles for transportation back to the mission command post.  However, armed militiamen surrounded by women and children converged on the target area from throughout the city.  Gunfire erupted, resulting in one Somali and one coalition death.  The radio report “stunned” the operational commander because “they expected no casualties.”[4]

In the violence that followed, Somali insurgents shot down two Black Hawk Helicopters, killing crew members and rescuers.  Somalis also quickly surrounded the reaction force dispatched to the scene.  A bloody battle ensued as coalition troops became overwhelmed by civilian men, women, and teenagers closing to within a few feet to give a fight.  In addition to the twenty coalition troops killed in action, 82 others received combat wounds/injuries.  Of the Somalis, coalition troops killed an estimated 1,000 and wounded 3,000.  These “estimates” remain questionable, however.

The Aftermath

Under the auspices of a UNO Peacekeeping/Humanitarian effort, the United States entered Somalia in December 1992 to stop the imminent starvation of millions of people.  For a time, these substantial efforts succeeded in feeding the hungry, but neither the UNO nor its surrogate, the United States, managed to broker peace among warring factions.

It was a poorly organized, ineffectually managed nation-building operation.  American officials, demonstrating either their incompetence or naivete, expected gratitude for their humanitarian efforts.  That did not happen because U.S. officials were blind to the reality of Saudi Arabia’s behind-the-scenes Wahhabist activities.  Nation-building did not work in South Vietnam; it did not work (again) in Somalia — and yet, the United States still had not learned any valuable lessons from this by the time of the Iraqi War in 2003.

In the long-term, UNO and United States diplomatic and military efforts failed to achieve its mission: peace and security in Somalia and starvation relief for its 10 million people.  It wasn’t even a good try.  It was a case of diplomatic and military ineptitude combined with numerous Somali factions trying to out-jockey one another for supreme control.  The Somali people proved themselves their own worst enemy.  Still, America gave up 42 of its young men.  Despite its superiority in armaments and technology, it allowed stone-age people to divert them from a worthwhile mission and force them to capitulate.

American military power allowed the United States access to conditions that might have led to conditions for peace amid famine and bloodshed, but the various factions were not yet exhausted from fighting, and they were themselves unwilling to stop the carnage. Ignoring the befuddled actions of UNO/American operational managers (who acted more like senior civilian officials and lieutenants than they did senior civilian officials and general officers), the troops did their best under the worst possible conditions. Simply stated, there was no peace in Somalia to keep. We must learn that the best soldiers in the world can only deliver up a foundation for peace — they cannot create peace itself.

[1] The arms merchants weren’t “gun dealers.”  Arms merchants sold RPGs, assault rifles, machine guns, mortars, missiles, tank rounds, and weapons from nearly every manufacturer in the world.  In the first raid, Marines confiscated 1,500 assorted weapons.  Of course, the market raids merely drove the markets underground, but the word was out, and it made the city a safer place for everyone.

[2] Four western journalists (Dan Eldon, Hos Maina, Hansi Kraus, and Anthony Macharia) rushed to cover the story.  An angry Somali mob turned on these journalists and killed them — so the day wasn’t a total loss.

No Peace to Keep — Part I

Somalia, 1992-95

Introduction

For well over seventy years, the United Nations Organization (UNO) has continuously involved itself in so-called peacekeeping/humanitarian operations — at best with mixed, but at worst with disastrous results.  It is a complex conversation because, over those seventy years, the nature of armed conflict has changed dramatically, and the challenges peacekeepers face have evolved into highly complex if not impossible-to-accomplish missions.  Warfare is always complicated, of course, but making matters worse is the utter incompetence of UNO officials and, in the case of the United States (in its past role in such operations), the unbelievable ineptitude of executives and members of both parties of the United States Congress.

In 2019, 14 separate UNO peacekeeping missions involved well over 100,000 soldiers, police, and senior UNO civilians.  The cost of these operations in 2019 exceeded $7 billion.  The United States paid out $2 billion as its “fair share” of keeping the peace.

To understand the “complexity” of UNO peacekeeping operations, it is first necessary to divide them into categories.  The oldest of these are operations that attempt to resolve border disputes.  A second category involves multi-dimensional operations, such as might include civil war.  A third type, the most difficult, involves protection and stabilization missions — which are further complicated by cultural factors.  I am writing now about the cultural influences of the people to whom the aid is directed and the UNO culture responsible for overseeing such missions (particularly when UNO surrogates incorporate globalist/socialist thinking into mission structure, which obfuscates matters even further).

Of the third type, in addition to the complexities mentioned, we must add peacekeeping operations in the face of violent extremism.  Generally, UNO effectiveness is only possible when opposing interests invite the participation of the UNO, when the UNO remains strictly neutral in facilitating the conflict, and when the use of force is limited to self-defense of peacekeeping units. Operational disaster is the result of the UNO’s failure to adhere to these principles.  Two examples stand out: The Congo in 1960 and Somalia in 1991-95.  The reality of the fiasco in Somalia was that the UNO (and its surrogate, the U.S. government) quite miserably failed to realize (or acknowledge) that there was no peace to keep.  It was a doomed-to-fail effort before it began, made worse along the way with poorly conceived shifts in mission.

In the case of Somalia, the UNO became involved as a response to inhumane conditions of starvation and forced migration.  In both instances, millions were affected … with forced migration causing tribal conflicts with fifteen separate rebel groups. Rushing to take advantage of the situation was the Saudi-funded Al Qaeda organization which sought to damage the credibility of the UNO, the U.S. government, and the U.S. Armed Forces.

Unfortunately, the global situation is not improving.  Neither the UNO nor the United States has learned valuable lessons from their past mistakes.  Despite the impropriety of U.S. involvement in Somalia, the Department of State continues to spend billions of the taxpayer’s money “ … in developmental assistance [in Somalia] to support economic, political, and social sectors to achieve greater stability, establish a formal economy, obtain access to basic services, and attain representation through legitimate, credible governance.” The wording comes from the writers of the popular television series Madam Secretary.  “The United States works closely with other donor partners and international organizations to support social services and the development of an effective and representative security sector, including military, police, and justice organizations while supporting ongoing African Union peacekeeping efforts.”

Whenever the UNO wants to divorce itself from costly peace-keeping/humanitarian assistance operations, it mismanages such efforts so horribly that it becomes only a matter of time before a progressive American president steps in to relieve the UN of it’s responsibility.  Somalia is an excellent example.  The price paid by the American people to maintain this irrational facade is the bloodshed of American servicemen, a lifetime of woe by the parents, wives, and children of slain soldiers, sailors, airmen, and Marines, and adding the costs of war to the backs of American taxpayers.

Some History

Geographically, Somalia sits on the Horn of Africa at the entrance to the Gulf of Aden and the Red Sea.  Bordering states include Djibouti, Ethiopia, and Kenya.  The people who live in these border regions number around 9 million; 98% are Somali tribesmen.  About 45% of Somalia’s population is under 15 years of age.  Seventy percent of the Somali people are nomads who travel at will with their clans and livestock through Somalia, Ethiopia, and Kenya.  This migratory pattern generates land disputes between Somalis and their neighbors.

Civil war and massive starvation in Somalia prompted UN and Organization of African Unity (OAU) interventions in 1991 because half of the nation’s 10 million people were starving to death.  Between January and March 1992, at least three-quarters of a million Somalis died from starvation; another 3 million fled the country as refugees.  Nothing about this situation was unusual in East Africa in 1991.

The area of present-day Somalia was one of the first places Islamic conquerors stopped at the beginning of their murderous campaigns in 700 A.D.  From that point on, East Africans have suffered one war after another, beginning around 900 A.D.  Nothing improved in the lives of native people after Italian and British imperialists began warring with one another over possession of the Horn of Africa.  Following World War II, the United Kingdom placed British Somaliland and Italian Somaliland under its protection.

In 1960, both trust territories united to form the Somali Republic, with Great Britain and Italy deciding the location of its borders.  A formal government took shape under the auspices of the Somali National Assembly through a national referendum that excluded 70% of the Somali people.  The fun began nine years later with a series of assassinations of government leaders and a military coup d’état.  Between 1969-1991, the Somali government fell under the control of the so-called Supreme Revolutionary Council — under which Somalia became known as the Somali Democratic Republic.  Culturally, the SDR was closely linked to the Arab world and joined the Arab League in 1974.  Somali government leaders abandoned democracy in 1976 to establish a one-party scientific-socialist government based on Marxism and Islamism.

War broke out between Somalia and Ethiopia in 1977.  The issue of contention was the placement of Somalia’s western border.  Initially, the Somalis gained an advantage over their enemy until the Soviet Union intervened with “advisors” and 20,000 Cuban mercenaries. The USSR’s involvement in East Africa prompted the Somali government to ask for American assistance. U.S. diplomats were over-joyed; they’d wanted a piece of East Africa since around 1960.  Thanks to the American taxpayer (who hadn’t a clue about any of this), Somalia created the largest army on the African continent.[1] 

By the 1990s, mainly due to the end of the Cold War, East Africa no longer offered any strategic value to either the new Russian federation or the United States.  Left to its own devices, Somalia began a steep spiral into authoritarianism.  Through clever instigation, Ethiopia started rebel movements throughout Somalia, which led to civil war, food and fuel shortages, and a period of cripling inflation.  Somali government leaders clamped down even more by establishing curfews and surveiling and harassing foreigners.

Libya assisted in overthrowing the Somali government and installing a loose confederation of tribalists to replace it.  An international group consisting of Egyptians, Arabians, and Italians subsequently determined that Ali Mahdi Mohamed should serve as the President of Somalia.  Unfortunately, Mohamed was only capable of controlling the capital city; tribal groups divided up the rest of the country.

Enter the United Nations

The time was right for the United Nations to stick its nose under the Somali tent.  The United Nations Organization Somali Command (UNOSOM) attempted to arrange several “cease-fire” agreements — emphasis on attempted. A fifty-man detachment of UN Peacekeepers tried to stabilize the country enough to conduct humanitarian relief operations. Such a small detachment had no chance of success, so the UN increased its military footprint to around 500 troops.

However, rebel factions in Somalia ignored all previously agreed-to cease-fire agreements, and the fighting continued.  According to its own guidelines, the UNO should have withdrawn all military and civilian aid workers from Somalia. 

In August 1992, the UN Security Council discussed sending an additional 3,000 troops to Somalia.  Discussing the proposition was as far as the proposal ever got.  Conditions in Somalia worsened as tribal factions splintered into even smaller groups and then splintered again.  As the fighting became nastier its effects grew worse. For example, rebel factions used UN forces for target practice, attacked ships laden with food stores, and cargo aircraft became targets of opportunity.  If aid workers knew what was good for them, they hired bodyguards.

By November 1992, General Mohamed Farrah Aideed tired of the fun and games and ordered all UN forces (the so-called Unified Task Force (UNITAF) out of Somalia.  There is probably a no better example of UN failure than this — and it was at this point that President George H. W. Bush demonstrated his brilliance as a national leader for the second time (appointing April Glaspie as Ambassador to Iraq was his first).  Bush volunteered the U.S. military to lead a “multinational” force to secure humanitarian operations in Somalia.

The UN General Secretary became so giddy that he authorized the American-led force (designated Operation Restore Hope) to use all necessary means to ensure the protection of UNITAF relief efforts.  Eventually, UNITAF involved personnel from 24 countries (but mainly from the United States).  The plan was simple enough: the U.S. military protected civilian aid workers while UNOSOM continued its efforts to negotiate an end to the fighting and distribute food stores.[2]

Land the Marines

Training and readiness have been the hallmark of the United States Marine Corps since the Revolutionary War.  In the Marines, training and operational planning are continuous and concurrent.  President Bush made his televised announcement on 4 December 1992; planning for Somali operations began on the morning of 5 December.

U.S. planners at the U.S. Central Command envisioned four operational phases.  First, deploy troops to secure harbors and airfields.  Second, establish and expand security zones throughout southern Somalia.  Third, expand the security zone and secure land routes for humanitarian missions.  Fourth, return Somali operations to the UN (presumably so that the UN could undo all of the U.S. military’s accomplishments).[3]

Mission planners also struggled with their assessment of the enemy.  As previously mentioned, the Somali “enemy” were splintered tribalists.  The answers to such questions as “how well is he armed,” and “under what conditions can he best employ his power” were largely unknown because Marines could face a different enemy every day.  But in addition to “enemy” capabilities, there was also the issue of rampant lawlessness.  Under the best of circumstances, U.S. operations in Somalia were volatile in the extreme. 

After extensive “special operations” training, Headquarters I Marine Expeditionary Force (I MEF) designated the 2nd Battalion, 9th Marines (2/9) as the lead battalion within the 15th Marine Expeditionary Unit (15thMEU), earmarked for humanitarian assistance operations in Somalia.[4]  These Marines would spearhead the mission ashore as part of the UN mandate.[5]   Fox Company “raiders” went in first to secure the seaport, the Recon detachment, followed by Golf Company, secured the Mogadishu airport.

15th MEU became an integral part of Amphibious Ready Group (ARG) Tripoli, including USS Tripoli, USS Juneau, and USS Rushmore.  ARG Tripoli was on station off the coast of Somalia on 3 December.  The initial landing commenced at 0540 with Marines and Navy Seals going ashore at Mogadishu, where the dolts from CNN had set up television cameras and bright lights to offer advantages to the enemy, should they care to resist the landing.  With that one significant glitch in violation of operational security, the landing proceeded quickly and smoothly.

2/9 Marines proceeded to the U.S. Embassy compound, where they secured the chancery.  Colonel Greg Newbold set up his command post (CP) at the airfield.  Also, on that first day, the first coalition partner arrived and joined the Marine security plan: a company from the 2nd French Foreign Legion Parachute Regiment, which came by aircraft from Djibouti.

The Marine’s “overwhelming show of force” allowed them to seize, hold, and expand their control.  They discovered in Mogadishu a modern-looking city reflecting the effects of two years of warfare: anarchy, terror, no electricity, running water, or sanitation.  There were no police officers.  Public buildings had been damaged, looted, and stood vacant.  With closed schools, gangs of youths roamed the streets looking for things to pillage.  Crowded refugee camps filled every parcel of open land.  The only visible civic activities were those involving the burial of human remains.

Toward the end of the first day, a vehicle containing nine Somalis ran a roadside checkpoint manned by French Legionnaires. They opened fire at the fleeing automobile — killing two and wounding seven others.  Afterward, Somali snipers added UN Peacekeepers to their list of potential targets.  They weren’t hitting anyone, but the shooting was bothersome and worrisome.

On 10 December, Major General Charles E. Wilhelm, USMC, assumed command of Marine Forces (MARFOR), Somalia.  MARFOR provided the basic structure around which the Unified Task Force evolved.  Behind the Marines, the most prominent American force was the U.S. Army’s 10th Mountain Division, eventually forming the centerpiece for Army Forces, Somalia (ARFOR).  General Wilhelm’s command authority included the 15thMEU and French forces.  Wilhelm focused his attention on securing ports of arrival and departure and the Embassy compound.  When 1st Battalion, 7th Marines arrived, Wilhelm expanded his control over areas outside Mogadishu — notably into Bale Dogle.  Wilhelm assigned that mission to BLT 2/9 (supported by HMM 164), which they accomplished within 48 hours.

The first U.S. Army unit into Somalia was Alpha Company, 1st Battalion, 87th Infantry (deployed with 2/87), which flew into the Bale Dogle airfield.  Upon arrival, Alpha Company relieved the Marines and assumed control of the airfield.

The first direct attacks on UNITAF members occurred in two separate incidents on 12 December.  Three aircraft of HMM 164 received fire from unknown persons with damage to their rotors.  Marines returned fire with 20mm guns and missiles, destroying two “technicals” and damaging one US-made armored personnel carrier.[6]

On 6 January 1993, unknown persons fired on a convoy moving through Mogadishu from two authorized weapons storage facilities belonging to General Aideed’s faction.  The unified commander, Lieutenant General Robert B. Johnston USMC, decided to take decisive action, or the danger to coalition forces would only increase.  He tasked General Wilhelm to develop a plan of action.  He wanted it simple and dramatic.

During the night of 6-7 January, Kilo Company 3/9 and Charlie Company 1/7 surrounded the two weapons sites.  LAVs from the 3rd LAI Battalion screened the area.  Snipers took positions in the high ground surrounding Aideed’s turf.  A two-company reserve force formed at the Embassy compound.  PsyOps personnel from the U.S. Army’s 9th Psychological Operations Battalion augmented each rifle company.  At 0553 on 7 January, PsyOps broadcasters began to issue warnings to the Somalis that they were surrounded, instructing them that they would not be harmed if they surrendered.

At that moment, helicopters assumed a hovering position around the ammunition sites.  Somalis in storage site No. 8 surrendered.  The men in site No. 2 decided to go out in a blaze of glory.  Helicopter crew chiefs reported that one tank inside the compound was turning over, and two Somalis had operated a heavy anti-aircraft machine gun.  Guns were cleared for snipers to take out the two machine gunners.  Within mere seconds, two machine gunners discovered the path to Allah, and then for good measure, the sniper rendered their machine gun inoperable.

The engagement that followed was loud, sharp, and somewhat short.  Initially, the Somalis opened up with a heavy volume of machine guns, recoilless rifles, and small arms.  At 0615, helicopters were cleared to engage targets inside the compound.  They fired for 30 minutes.  At 0647, U.S. tanks entered the compound, followed by Kilo Company Marines, who systematically cleared storage site No. 2.  Helicopters continued to receive periodic sniper fire.

General Wilhelm ordered Marines to confiscate all firearms. It turned into a long day as Marines inventoried 4 M47 Tanks, nine howitzers, 13 APCs, three anti-aircraft guns, 11 mortars, and one recoilless rifle.  In addition to losing several tons of weapons and munitions, General Aideed lost his self-esteem.

Despite this demonstration, coalition forces continued to receive sniper fire from “who knows where.”  Brigadier General Anthony C. Zinni opined that sniping was simply the Somali way of testing the resolve of U.S. personnel — emphasis on “opinion.”[7]

Post-Korea Reorganization

For U.S. Marines, the Korean Peninsula wasn’t the only dance hall. No sooner had HQMC directed the transfer of three battalions of the 10th Marines to the 11th Marines, than the rebuilding of the 10th Marines with new recruitments and artillery training began.  In the mid-1950s, the 10th Marines played a pivotal role in the Lebanon Emergency, fleet training exercises, and deployments supporting NATO exercises in Norway, Greece, Crete, Gibraltar, the Caribbean, and West Indies. The Cold War was in full swing.

Between 1955 and 1965, Marine Corps artillery battalions trained with new weapons and maintained their readiness for combat.  No one in the Marine Corps wanted to return to the bad old days of the Truman administration.  Should the plague of war revisit the United States, the Marine Corps intended to meet every challenge by maintaining a high state of combat readiness.  Artillery Battalions trained to support infantry regiments and, as part of the Marine Air-Ground Task Force, firing batteries frequently deploy with battalion landing teams (BLTs).  In 1957, new tables of organization increased the size of artillery battalions by adding a 4.2-inch mortar battery.  A new mortar was introduced in 1960, called the “howtar.”  The new M30 4.2-inch mortar was a rifled, muzzle-loading, high-angle weapon used for long-range indirect fire support.  In addition to other “innovations,” cannon-cockers participated in (helicopter-borne) vertical assault training, which given the weight of artillery pieces, was not as simple as it sounds.  The howtar, while still in service, is (to my knowledge) no longer part of the USMC weapons inventory.

Back to East Asia

In the early 1960s, the Cold War showed signs of easing.  The Nuclear Test Ban Treaty (1963) seemed to foreshadow a period of détente after the Cuban Missile Crisis.  The hope for world peace fell apart with incidents in Asia, Africa, and Latin America — of which the war in Vietnam was an extraordinary event.  From 1954 to 1975, nearly half a million Marines fought in the jungles of Vietnam (See also: Viet Nam: The Beginning).

In 1962, all Marine ground units began counterinsurgency training, which was mostly exercises designed to improve small unit combat patrols and area security operations.  In June, the 11th Marines went through another re-organization.  The 1st and 4th 155-mm Howitzer Batteries, Force Troops, FMF became the 4th Battalion, 11th Marines.  Marine Corps Base, Twenty-nine Palms became the permanent home of the 4th Battalion because its weapons demanded more area for live-firing exercises.

In late July 1964, the US Seventh Fleet assigned the destroyer, USS Maddox, to perform a signals intelligence mission off the coast of North Vietnam.  On Sunday, 2 August, the ship was allegedly approached by three North Vietnamese Navy (NVN) motor patrol boats.  The official story of this incident is that after giving the NVN a warning to remain clear of the ship, the patrol boats launched an assault on Maddox.  Nothing like that actually happened, but it was enough to give President Lyndon Baines Johnson a war in Indochina.[1]

Following this incident, Admiral Ulysses S. Grant Sharp, Commander, US Pacific Fleet, activated the 9th Marine Expeditionary Brigade (9thMEB).[2]  Brigadier General Raymond G. Davis, who was at the time serving as Assistant Division Commander, 3rd Marine Division, was named to command the Brigade.[3]

9thMEB formed around the 9th Marine Regiment (9thMar), including the regimental headquarters (HQ) element and three battalion landing teams (BLTs) —in total, around 6,000 combat-ready Marines.  When the Maddox incident faded away, the US Pacific Fleet ordered the 9thMEB to establish its command post at Subic Bay, Philippine Islands, with its BLTs strategically distributed to Subic Bay, Okinawa, and “afloat” at sea as part of the Special Landing Force (SLF), Amphibious Ready Group (ARG), US Seventh Fleet.

Between 28 December 1964 — 2 January 1965, North Vietnamese Army (NVA)/Viet Cong (VC) forces overwhelmingly defeated a South Vietnamese Army (ARVN) battalion and its US military advisors at Binh Gia.  It was a clear demonstration to the Americans that the ARVN could not defend the Republic of Vietnam (RVN).[4]

Brigadier General Frederick J. Karch assumed command of 9thMEB on 22 January 1965. At that point, President Johnson ordered the Marines into Da Nang — their specific mission was to secure the airfield against enemy Viet Cong (VC) intrusions. In late February, VC forces assaulted the US base at Pleiku, killing 9 Americans, wounding 128 others, and damaging or destroying 25 military aircraft. Karch led the 9thMAB ashore on 7 March 1965.  In addition to BLTs 2/9 and 3/9, 9thMEB also absorbed Marine Aircraft Group 16 (MAG-16), which was already conducting “non-combat” ARVN support missions at Da Nang (See also: Vietnam, the Marines Head North).

Fox Battery, 2/12, attached to BLT 3/9, was the first Marine Corps artillery unit to serve in the Vietnam War.  The arrival of additional artillery units prompted the formation of a Brigade Artillery Group, which included Alpha Battery, 1/12, Bravo Battery, 1/12, and Fox Battery, 2/12.  These firing batteries employed 105-mm howitzers and 4.2-inch mortars.  The arrival of Lima Battery, 4/12, added a 155-mm howitzer battery and an 8-inch howitzer platoon.[5]  As the number of Marine infantry units increased in Vietnam, so did the number of artillery units.  The I Corps Tactical Zone (I CTZ) was further divided into Tactical Areas of Responsibilities (TAORs) and assigned to the 3rd Marine Division (from Okinawa) and 1st Marine Division (from Camp Pendleton, California).

In the summer of 1965, most of the 11thMar departed Camp Pendleton and moved to Camp Hansen, Okinawa.  Within mere days of their arrival, 3/11 and Mike Battery, 4/11 proceeded to RVN.  Assigned to Chu Lai to support the 7th Marines, elements of both regiments went immediately into Operation Starlight.  During August, 1/11 moved to Okinawa.  Alpha Battery went ashore in Vietnam with the Special Landing Force (SLF) in December.  HQ 11th Marines arrived in Chu Lai in February 1966, joined by 2/11 from Camp Pendleton.  The battalions of the 11thMar supported infantry regiments, as follows: 1/11 supported the 1stMar; 2/11 supported the 5thMar, and 3/11 supported the 7thMar.  4/11 served in general support of the 1st Marine Division.

The I CTZ was the northernmost section of South Vietnam.  It consisted of five political provinces situated within approximately 18,500 square miles of dense jungle foliage.  The area of I CTZ was by far larger than any two infantry divisions could defend or control, so the Marine Corps developed a tactical plan that assigned its six available infantry regiments to smaller-sized TAORs.  These TAORs were still too large, but it was all the Marines could do under the rules of engagement dictated to them by the US Military Assistance Command, Vietnam (USMACV).  The relative isolation of combat units created a dangerous situation.  Marine artillerists were no exception

Although two artillery regiments operated in Vietnam, they were not equal in size or mission.  By 1967, the 12th Marine Regiment was the largest artillery regiment in Marine Corps history — task organized to support a larger number of infantry units within a much larger TAOR.  All artillery units were assigned to support infantry units throughout the I CTZ; tactical commanders placed these artillery units where they were most effective — fire support bases (FSBs) at strategic locations.

Although originally conceived as a temporary tactical arrangement, several FSBs became long-term (semi-permanent) operating bases.  They were quite literally blasted into existence from heavily forested hilltops.  For as much as possible, the FSB system provided mutually supporting fires, but this was not always possible.  The size of FSBs varied according to the size of the units assigned.  Typically, an FSB hosted a single firing battery (six 105mm or 155mm howitzers), a platoon of engineers, field medical and communications detachments, helicopter landing pads, a tactical operations center, and an infantry unit for area security.  Larger FSBs might include two firing batteries and a BLT.[6]

Beyond their traditional tasks, Marine artillerists were often required to provide for their own defense against enemy probes and outright assaults.  FSBs were also the target of enemy mortar and artillery fires.  When infantry units were unavailable, which was frequently the case in Vietnam, artillerists defended themselves by manning the perimeter, establishing outposts, and conducting combat/security patrols.  VC units foolish enough to assault an FSB may very well have spent their last moments on earth contemplating that extremely poor decision.  The only thing the NVA/VC ever accomplished by shooting at an American Marine was piss him off. Every Marine is a rifleman.

In 1968, the VC launched a major assault on all US installations in Vietnam.  It was called the Tet Offensive because it took place during the Vietnamese new year (Tet).  The tactical goal was to kill or injure as many US military and RVN personnel as possible — playing to the sentiments of the anti-war audience back in the United States and discrediting the US and ARVN forces in the eyes of the Vietnamese population.  Marine artillery played a crucial role in defeating attackers from multiple regions within I CTZ, but the offensive also changed the part of Marine artillery after 1968.  Before Tet-68, supporting fires were routine, on-call, and a somewhat minor factor during USMC ground operations.  After Tet-68, artillery took on a more significant fire support role.  1968 was also a year of innovation as Marine artillery units incorporated the Army’s Field Artillery Digital Computer Center (FADAC) (which had been around since 1961) and the new Army/Navy Portable Radio Communications (25).[7]

In addition to providing tactical fire direction and support to Marine Corps infantry units, USMC artillerists also provided fire support to US Army and ARVN units operating in the I CTZ.  Following the communist’s failed Tet-68 offensive, the Commanding General, 3rd Marine Division (Major General Raymond G. Davis) initiated an offensive campaign to diminish or destroy NVA/VC units operating within I CTZ and demilitarized zones (DMZ).  Marine artillery units joined with Navy, Marine Corps, Air Force attack aircraft, B-52 bombers, and naval gunfire from the U.S. Seventh Fleet to destroy enemy sanctuaries and artillery positions within the DMZ and Laos.  These overwhelming bombardments allowed infantry units to exploit the enemy’s weaknesses, reduce the size of their forces, destroy enemy defensive fortifications, and disrupt their logistics efforts.  What transpired within I CTZ was an impressive demonstration of inter-service cooperation that gave US forces the upper hand in RVN’s northern provinces.

Conclusion

Marines continue to learn essential lessons from their many past battles and conflicts.  For example, the Small Wars Manual, 1941, is still used by Marines as a resource for certain types of operations.  The expression Every Marine is a Rifleman is as true today as it was in 1775 — Marine artillerists are no exception.  During Operation Enduring Freedom, Golf Battery, BLT 1/6 performed several essential combat functions, which in addition to fire support missions, included humanitarian assistance, convoy security, area security for Forward Operating Base (FOB) Ripley, UN Team security, prisoner security, and its transition into a provisional rifle company.[8]  Given the diverse range of military occupational specialties involved, making that transition was a challenge for Battery officers and NCOs.

Marines representing a wide range of occupational specialties within a firing battery, from cannon-cockers and lanyard snappers to FDC operations specialists, motor transport drivers and mechanics, cooks, and communicators molded themselves into cohesive fire teams, rifle squads, platoons, and ultimately, a responsive and highly lethal infantry company.  The effort and result were the embodiment of task force organization.  Golf Battery formed three fully functional infantry platoons (two rifle and one weapons platoon), each containing the requisite number of radio operators and a medical corpsman.  The effort was fruitful because the individual Marine, adequately led and motivated, is innovative, adaptable, and resourceful in overcoming any challenge.

[4] RVN had been in political turmoil since November 1963 when President John Kennedy authorized the CIA to orchestrate the removal of Ngo Dinh Diem as President of South Vietnam.  Diem and his brother were assassinated on 2 November; Kennedy himself was assassinated on 22 November 1963.

Lessons Learned

Artillery equipment and technology may be an art form, but its application is pure science.  Training Marine Corps cannon-cockers for service in World War II included lessons learned from every engagement in which the Marine Corps participated from the beginning of the First World War.  Colonel Georg Bruchmüller of the Imperial Germany Army, an artillerist, pioneered what became known as accurately predicted fire.  Predicted fire is a technique for employing “fire for effect” artillery without alerting the enemy with ranging fire.  Catching the enemy off guard is an essential aspect of combat.  To facilitate this, the U.S. Army Field Artillery School developed the concept of fire direction control during the 1930s, which the Marine Corps incorporated within all artillery regiments as they came online in the early 1940s.  However, the proximity of artillery targets to friendly forces was of particular concern to the Marines, operating as they did on relatively small islands.  There is nothing simple about providing accurate and on-time artillery support to front-line forces; the performance of Marine artillery units during World War II was exceptional.

In early May 1945, following the defeat of Nazi Germany (but before the collapse of Imperial Japan), President Truman ordered a general demobilization of the armed forces.  It would take time to demobilize twelve-million men and women.  Military leaders always anticipated demobilization following the “second war to end all wars.”  While men were still fighting and dying in the Pacific War, those who participated in the European theater and were not required for occupation duty prepared to return home to their loved ones.  The plan for general demobilization was code-named Operation Magic Carpet.  Demobilization fell under the authority of the War Shipping Administration and involved hundreds of ships.

Men and women of all the Armed Forces were, in time, released from their service obligation and sent on their way.  Many of these people, aided by the Serviceman’s Readjustment Act (1944) (also called the GI Bill), went back to academic and trade schools.  Between 1945 and 1946, America’s war veterans returned home to restart their lives — they married, started families, built homes, and settled down.

But to suggest that life was a bowl of cherries in 1946 would be a gross over-simplification of that time because the transition to peacetime America was difficult.  War costs were tremendous.  President Truman believed he should transfer funds earmarked for the armed forces to social programs.  He and others in his cabinet were concerned that if the government did not pursue frugal policies, the United States might once more enter into an economic depression.

Having been asked to suspend wage increases during the war, the ink was still wet on the surrender documents when labor unions began organizing walk-outs in the steel and coal industries.  Labor strikes destabilized U.S. industries when manufacturing plants underwent a massive re-tooling for peacetime production.  Americans experienced housing shortages, limited availability of consumer goods, an inflated economy, and farmers refused to sell their yield at “cost.”

Still, even in recognizing the administration’s challenges, President Truman’s response was inept and short-sighted.  Our average citizens, the men, and women who the government imposed rationing upon for four years, deeply resented the high cost of consumer goods.  This condition only grew worse when Truman accelerated the removal of mandatory depression-era restrictions on goods and services.[1]  Increased demand for goods drove prices beyond what most Americans could afford to pay.  When national rail services threatened to strike, Truman seized the railroads and forced the hand of labor unions —which went on strike anyway.

But for Some, the War Continued

In the immediate aftermath of Japan’s unconditional surrender, the 1stMarDiv embarked by ship for service in China.  The 11th Marines, assigned to Tientsin at the old French arsenal, performed occupation duty, which involved the disarmament and repatriation of Japanese forces.  Officially, our Marines took no part in the power struggle between Chinese Nationalists and Communists.  What did happen is that the Marines had to defend themselves against unwarranted attacks by Chinese Communist guerrillas.   By the fall of 1945, China was, once more, in an all-out civil war. 

The task assigned to Marines was more humanitarian than military.  By preventing communists from seizing land routes and rail systems, and by guarding coal shipments and coal fields, Marines attempted to prevent millions of Chinese peasants from freezing to death during the upcoming winter months.  But suffering peasants was precisely what the Chinese Communists wanted to achieve, and Marines standing in the way became “targets of opportunity.”

Truman’s rapid demobilization placed these China Marines in greater danger.  As the Truman administration ordered units deactivated, manpower levels dropped, and unit staffing fell below acceptable “combat readiness” postures.  Some replacements were sent to China, but they were primarily youngsters just out of boot camp with no clear idea of what was going on in China.  Losses in personnel forced local commanders to consolidate their remaining assets.  Eventually, the concern was that these forward-deployed Marines might not be able to defend themselves.

In September 1946, for example, the 3rd Battalion, 11th Marines (3/11) vacated Tientsin and joined the 7th Marines at Pei Tai-Ho.  Within 30 days, most Marine guards along railways and roadways withdrew, turning their duties over to the Nationalist Chinese Army.  Some of us may recall how Truman’s China policy turned out.[2]

In preparation for the 1948 elections, Truman made it clear that he identified himself as a “New Deal” Democrat; he wanted a national health insurance program, demanded that Congress hand him social services programs, sought repeal of the Taft-Harley Act, and lobbied for the creation of the United Nations — for which the United States would pay the largest share.[3]

It is customary in democratic countries to deplore expenditure on armaments as conflicting with the requirements of the social services.  There is a tendency to forget that the most important social service that a government can do for its people is to keep them alive and free.”

Harry Truman ignored this and other good advice when he decided that the United States could no longer afford a combat-ready military force, given all his earmarks for social programs.  Truman ordered a drastic reduction to all US military services through his Secretary of Defense.[4]

By late 1949/early 1950, Truman and Secretary of Defense Louis A. Johnson gutted the military services despite multiple warning bells in Korea.  Johnson gave the Chief of Naval Operations a warning that the days of the United States Navy were numbered.  He told the CNO that the United States no longer needed a naval establishment — the United States had an air force.  In early January 1950, Secretary of State Dean Acheson, during a speech at the National Press Club, outlined America’s global defensive sphere —omitting South Korea and Formosa.  The Soviet Union, Communist China, and Communist North Korea were very interested in what Mr. Acheson did not say.

In June 1950, budget cuts reduced the entire Marine Corps FMF from a wartime strength of 300,000 Marines to less than 28,000 men.  Most artillery regiments were reduced to an understaffed regimental headquarters and a single battalion with less than 300 men.  After digesting Acheson’s January speech for six months, North Korea (backed by the Soviet Union), invaded South Korea three hours before dawn on 25 June 1950.

New War, Old Place

In March 1949, President Truman ordered Johnson to decrease further DoD expenditures.  Truman, Johnson, and Truman-crony Stuart Symington (newly appointed Secretary of the Air Force) believed that the United States’ monopoly on nuclear weapons would act as an effective deterrent to communist aggression.  There was no better demonstration of Truman’s delusion than when North Korea invaded South Korea.

North Korea’s invasion threw the entire southern peninsula into chaos.  U.S. Army advisors, American civilian officials, South Korean politicians, and nearly everyone who could walk, run, or ride, made a beeline toward the southern city of Pusan.  President Truman authorized General MacArthur, serving as Supreme Commander of the Allied Powers (SCAP) (whose headquarters was in Tokyo), to employ elements of the Eighth U.S. Army to Korea to stop the NKPA advance.  The problem was that the U. S. Army’s occupation force in Japan was not ready for another war.  Truman’s defense cuts had reduced military manpower levels, impaired training, and interrupted the maintenance of combat equipment (including radios, motorized vehicles, tracked vehicles, artillery pieces, and aircraft) to such an extent that not one of the U.S. Armed Forces was ready for the Korean emergency.

The military’s unpreparedness for war was only one of several consequences of Truman’s malfeasance.  U.S. forces in Europe and Asia, whose primary interest was indulging the mysteries of Asian and German culture, were dangerously exposed to Soviet aggression.  Had the Soviet Union decided to launch a major assault on Europe, they would have slaughtered U.S. military forces.  Military personnel had become lazy and apathetic to their mission.  Mid-level and senior NCOs enriched themselves in black market activities, senior officers played golf and attended sycophantic soirees, and junior officers —the wise ones— stayed out of the way.  But when it came time for the Eighth U.S. Army to “mount out” for combat service in Korea, no one was ready for combat — a fact that contributed to the worst military defeat in American military history — all of it made possible by President Harry S. Truman.

In July 1950, General MacArthur requested a Marine Corps regimental combat team to assist in the defense of the Pusan Perimeter.  What MacArthur received, instead, was a Marine Corps combat brigade. HQMC assigned this task to the Commanding General, 1stMarDiv, at Camp Pendleton, California.

The challenge was that to form a combat brigade, HQMC had to reduce manning within every other organization inside the United States and order them to proceed (without delay) to Camp Pendleton.  It wasn’t simply an issue of fleshing out the division’s single infantry regiment, the 5th Marines.  A combat brigade includes several combat/combat support arms: communications, motor transport, field medical, shore party, combat engineer, ordnance, tanks, artillery, supply, combat services, reconnaissance, amphibian tractors, amphibian trucks, and military police.  The brigade would also include an aviation air group formed around Provisional Marine Air Group (MAG)-33, three air squadrons, an observation squadron, and a maintenance/ordnance squadron.

Marine supporting establishments cut their staff to about a third, releasing Marines for combat service from coast-to-coast.  HQMC called reservists to active duty — some of these youngsters had yet to attend recruit training.  All these things were necessary because, in addition to forming a combat brigade, the JCS ordered the Commandant to reconstitute a full infantry division before the end of August 1950.

Within a few weeks, the 1st Provisional Marine Brigade formed around Brigadier General Edward A. Craig and his assistant (and the air component commander), Brigadier General Thomas J. Cushman.[5]  Lieutenant Colonel (Colonel Select) Raymond L. Murray commanded the 5th Marines, including three understrength infantry battalions: 1/5, 2/5, and 3/5.

HQMC re-designated the three artillery battalions of the 10th Marines (at Camp Lejeune, North Carolina) as the 1st, 2nd, and 3rd Battalions, 11th Marine Regiment, and immediately transported them to Camp Pendleton.  The Korean situation was so dire that the newly appointed Commanding General, 1stMarDiv, Major General Oliver P. Smith, began loading combat units and equipment aboard ships even before the division fully formed.  Again, owing to Truman’s budgetary cuts, the re-formation of the 1stMarDiv consumed the total financial resources of the entire Marine Corps for that fiscal year.

One of the more famous engagements of the 11th Marine Regiment during the Korean War came on 7 December 1950 during the breakout from the Chosin Reservoir.  Machine-gun fire from a Chinese infantry battalion halted the progress of Marines along the main supply route.  Gulf and Hotel Batteries of 2/11 moved forward.  In broad daylight and at extremely close range, the cannon-cockers leveled their 105-mm howitzers and fired salvo after salvo into the Chinese communist positions.  With no time to stabilize the guns by digging them in, Marines braced themselves against the howitzers to keep them from moving.  When the shooting ended, there were 500 dead Chinese, and the enemy battalion had no further capacity to wage war.  One Marine officer who witnessed the fight later mused, “Has field artillery ever had a grander hour?”

In a series of bloody operations throughout the war, the men of the 11th Marines supported the 1st Marines, 5th Marines, 7th Marines, and the U.S. 1st Cavalry Division.  On more than one occasion, accurate artillery fire devastated Chinese communist forces, made more critical given that poor weather conditions frequently inhibited airstrikes in the battle area.

Despite North Korea’s agreement to open peace talks in June 1951, the brutality of the Korean War continued until 27 July 1953.  North Korea frequently used temporary truces and negotiating sessions to regroup its forces for renewed attacks.  At these dangerous times, the 11th Marines provided lethal artillery coverage over areas already wrested from communist control, provided on-call fire support to platoon and squad-size combat patrols, and fired propaganda leaflets into enemy-held territories.  The regiment returned to Camp Pendleton in March and April 1955.

“2.  Purposes of the Law of War   

The conduct of armed hostilities on land is regulated by the law of land warfare which is both written and unwritten.  It is inspired by the desire to diminish the evils of war by:

  • Protecting both combatants and noncombatants from unnecessary suffering
  • Safeguarding certain fundamental human rights of persons who fall into the hands of the enemy, particularly prisoners of war, the wounded and sick, and civilians; and
  • Facilitating the restoration of peace.

While I agree that there must be a standard — a bridge across which no combatant should cross, such as the murder of a POW, rape, and perfidy — I also think it is essential for the American people to realize, as they send their children off to join the US military, that their government offers advantages to the enemy that it denies to their own troops.  The government calls this their “rules of engagement.”

Partial Rules of Engagement Extract

A. Rules of Engagement (ROE) are the commanders’ tools for regulating the use of force, making them a cornerstone of the Operational Law discipline.  The legal sources that provide the foundation for ROE are complex and include customary and treaty law principles from the laws of war.  As a result, Judge Advocates (JA) [military lawyers] participate significantly in the preparation, dissemination, and training of ROE; however, international law is not the sole basis for ROE.  Political objectives and military mission limitations are necessary to the construction and application of ROE.  Therefore, despite the important role of the JA, commanders bear ultimate responsibility for the ROE 

B. To ensure that ROE are versatile, understandable, easily executable, and legally and tactically sound, JAs and operators [combatants] alike must understand the full breadth of policy, legal, and mission concerns that shape the ROE and collaborate closely in their development, implementation, and training.  JAs must become familiar with mission and operational concepts, force and weapons systems capabilities and constraints, War-fighting Functions (WF), and the Military Decision Making Process (MDMP), and Joint Operations Planning and Execution System (JOPES).  Operators must familiarize themselves with the international and domestic legal limitations on the use of force and the laws of armed conflict. Above all, JAs and operators must talk the same language to provide effective ROE to the fighting forces. 

C. This chapter provides an overview of basic ROE concepts. In addition, it surveys Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3121.01B, Standing Rules of Engagement/Standing Rules for the Use of Force for U.S. Forces, and reviews the JA’s role in the ROE process.  Finally, this chapter provides unclassified extracts from both the Standing Rules of Engagement (SROE) and other operations in order to highlight critical issues and demonstrate effective implementation of ROE. 

NOTE: This chapter is NOT a substitute for the SROE. The SROE are classified SECRET, and as such, important concepts within it may not be reproduced in this handbook.  Operational law attorneys must ensure they have ready access to the complete SROE and study it thoroughly to understand the key concepts and provisions.  JAs play an important role in the ROE process because of our expertise in the laws of war, but one cannot gain ROE knowledge without a solid understanding of the actual SROE.

Our Discussion

To place these rules of engagement into their proper perspective, I’ll turn to National Review writer David French, who in December 2015 told us the following story:

“The car was moving at high speed. It had just broken a blockade of American and Iraqi forces and was trying to escape into the gathering dusk. American soldiers, driving larger and slower armored vehicles, mostly the large and unwieldy MRAPs (mine-resistant, ambush-protected vehicles), gave chase.

“They were intensely interested in the target. Acting on intelligence that high-value al-Qaeda leaders might be present, a cavalry troop — working with Iraqi allies — surrounded an isolated village near the Iranian border. The mission was simple: to search the village and kill or capture identified members of al-Qaeda. It was the kind of mission that the troopers had executed countless times before.

“It wasn’t uncommon to encounter “squirters” — small groups of insurgents who try to sneak or race through American lines and disappear into the desert. Sometimes they were on motorcycles, sometimes on foot, but often they were in cars, armed to the teeth and ready to fight to the death. On occasion, the squirters weren’t insurgents at all — just harmless, terrified civilians trying to escape a deadly war.

“This evening, however, our troopers believed that the car ahead wasn’t full of civilians. The driver was too skilled, his tactics too knowing for a carload of shepherds. As the car disappeared into the night, the senior officer on the scene radioed for permission to fire.

“His request went to the TOC, the tactical operations center, which is the beating heart of command and control in the battlefield environment. There the “battle captain,” or the senior officer in the chain of command, would decide — shoot or don’t shoot.

“If soldiers opened fire after a lawyer had deemed the attack outside the rules, they would risk discipline — even [war crimes] prosecution.

“But first, there was a call for the battle captain to make, all the way to brigade headquarters, where a JAG officer — an Army lawyer — was on call 24 hours a day, seven days a week. His job was to analyze the request, apply the governing rules of engagement, and make a recommendation to the chain of command. While the commander made the ultimate decision, he rarely contradicted JAG recommendations. After all, if soldiers opened fire after a lawyer had deemed the attack outside the rules, they would risk discipline — even prosecution — if the engagement went awry.

“Acting on the best available information — including a description of the suspect vehicle, a description of its tactics, analysis of relevant intelligence, and any available video feeds — the JAG officer had to determine whether there was sufficient evidence of “hostile intent” to authorize the use of deadly force. He had to make a life-or-death decision in mere minutes.

“In this case, the lawyer said no — insufficient evidence.  No deadly force.  Move to detain rather than shoot to kill.  The commander deferred.  No shot.  Move to detain.

“So, the chase continued, across roads and open desert. The suspect vehicle did its best to shake free, but at last, it was cornered by converging American forces. There was no escape. Four men emerged from the car. American soldiers dismounted from their MRAPs, and with one man in the lead, weapons raised, they ordered the Iraqis to surrender.

“Those who were in the TOC that night initially thought someone had stepped on a land mine. Watching on video feed, they saw the screen go white, then black. For several agonizing minutes, no one knew what had happened.

“Then the call came.  Suicide bomber.  One of the suspects had self-detonated, and Americans were hurt.  One badly — very badly.  Despite desperate efforts to save his life, he died just before he arrived at a functioning aid station.  Another casualty of the rules of engagement.”

It is certainly true that a suicide bomber killed one of our young men, but it is also true that young man might still be alive were it not for the fact that the United States Army aided and abetted the enemy in his horrendous murder of one of their own.  On what rational basis does US military command authority place a lawyer (of all people) in a position to approve or deny a combat soldier from taking appropriate action to save his own life and the lives of the men and women serving under him?

The foregoing development was not only senseless and stupid, but it is also malfeasant.  The President of the United States forced these rules on the Armed Forces of the United States; civilian secretaries ordered such policies implemented, and flag rank naval and military officers executed them.  These are the men who have blood on their hands — American blood and they act as if such circumstances were the unavoidable consequences of war.  No.  Too many Americans have died because of these foolish policies.

The American people deserve to know that these unacceptable conditions await their children once they join the U. S. Armed Forces.  They need to understand that the US government places a higher value on the enemy than they do on their own troops — which should lead us to ask, why should any American join the All-Volunteer Force?  Loyalty, after all, is a two-way street.

To compound the matter further, the US government has aggressively charged American service members with war crimes — that weren’t — and convicted them and handed down prison sentences for doing no more than what the U. S. military trained them to do: locate, close with, and destroy the enemy by fire and maneuver.  And it was that very same government who sent them into battles, to fight in wars, that the government never intended to win.

It Gets Worse

Moreover, the United States government has become complicit in perpetuating “crimes against humanity,” if that is a case we wish to pursue.  There are several angles to this argument, at the top of which is that, diplomatically, the US government has been (a) inept in its formulation and implementation of foreign policy, (b) dishonest in announcing its national interests to justify hostilities, (c) too eager to deploy armed forces to foreign countries, and (d) too accomplished in laying the blame for violations of land warfare conventions on US servicemen, whom the US government recruited, trained, armed, and deployed to carry out its flawed foreign policies.

Numerous violations of human rights, if they in fact exist, are directly related to the behavior of nations and their allies in developing erratic and nonsensical policies that are, themselves, predicated on lies, half-truth, and “spin.”  Who are these nations?  Who must we hold accountable for human suffering in the worst places on the planet?  The list of responsible nations is too long, by far.

As one example, invading Iraq may have made some people feel good about ridding the world of Saddam Hussein, but the consequences of that adventure propelled Iran into its current leading role in the Middle East.  No one can argue while keeping a straight face that sending Hussein to hell substantially improved conditions in the Middle East.

We must also understand that Afghanistan between 1980-2001 was entirely the creation of the United States Congress, the American Central Intelligence Agency, Saudi Arabia, and its puppet, Pakistan.

In its historical context, this situation presents us with a nonsensical juxtaposition to US national interests that defies rational explanation.  Saudi Arabia is also behind the “civil wars” in Syria and Yemen, both of which are sectarian kerfuffle’s within the Islamist world that makes no sense to anyone who doesn’t own camels or goats, and yet, the US has become a full partner with the Saudis inflicting pain and suffering on people.  Most of them are the unfortunate sods caught between surrogates of both the Saudis and Iranians.

According to Andrea Prasow, a writer for Human Rights Watch, the United States is now under international scrutiny for its long-standing involvement in Yemen.  Notably, under a long list of incompetent secretaries, the State Department has facilitated the provision of arms and munitions without regard to the application of these weapons against civilian populations.  Prasow argues that the State Department may have violated US laws by providing weapons to Saudi Arabia to offer them to Saudi surrogates, which makes the US government “a global arms dealer.”  Of course, no American administration cares about international scrutiny because there are no substantial consequences that the international community could impose.

Similarly, Peter Beaumont of The Guardian (4 Oct 2021) reports that according to sources within the United Nations, war crimes and crimes against humanity are omnipresent throughout the Middle East, Africa, and some in Eastern Europe.  In the present, human rights experts claim reasonable grounds for believing a Russian private military company (The Wagner Group) has committed murders not directly involved in Libya’s internal hostilities.  UN experts also cite reports indicating that the Libyan coast guard, trained and equipped by the European Union, has regularly mistreated migrants and handed them over to torture centers where sexual violence is prevalent.

T. G. Carpenter, writing for Responsible Statecraft, asserted on 12 October 2021 that there are numerous instances where humanitarian intervention has led directly to crimes against humanity.  He cites as examples President Obama’s 2011 air war to overthrow Libyan dictator Muammar Qaddafi.  Obama publicly asserted his high expectations for a brighter future for the Libyan people.  Since then, feuding factions of cutthroats have created large numbers of refugees crossing the Mediterranean to find sanctuary while Egypt, Turkey, Saudi Arabia, the UAE, and Russia have become parties to the conflict, each backing their favored to win, and each making substantial contributions to the bloodshed and chaos.

According to the UN report, “Our investigations have established that all parties to the conflicts, including third states, foreign fighters, and mercenaries, have violated international humanitarian law, in particular the principles of proportionality and distinction, and some have also committed war crimes.”  The violence, which includes attacks on hospitals and schools, has dramatically affected the Libyan people’s economic, social, and cultural traditions.  The report also documented the recruitment and participation of children in hostilities and the disappearance and extrajudicial killing of prominent women.

All of the preceding offers a stark contrast to Obama’s rosy pronouncement that “Tripoli is slipping from the grasp of a tyrant. The people of Libya are showing that the universal pursuit of dignity and freedom is far stronger than the iron fist of a dictator.”  Joining Obama, Senator John McCain and Senator Lindsey Graham jointly stated, “The end of the Qaddafi regime is a victory for the Libyan people and the broader cause of freedom in the Middle East and throughout the world.”  A short time later, McCain and Graham sponsored bills that provided combat weapons to Libya’s “freedom fighters.”  Astoundingly, these freedom fighters used these weapons to create the Islamic State in Iraq and Syria (ISIS) founded by America’s long-term nemesis, Abu Bakr al-Baghdadi, Iraq’s face of Al-Qaeda.  For a short time, Al-Baghdadi was on the target list for US and Coalition forces in Iraq until senior commanders were ordered to “back off.”

On 6 January 2017, UPI writer Struan Stevenson observed that when Obama left the White House, he left behind a legacy of death and destruction in the Middle East.  His primary foreign policy opened Pandora’s Box of conflict and sectarian strife across the entire region.  It wasn’t until it was too late that Obama realized that his “nuclear deal” with Iran and his foolish concessions not only threatened the security of the Middle East but seriously undermined the interests of the United States.  Obama, it appears, the so-called well-spoken and clean-looking Negro, wasn’t the intellectual he thought he was.

As Ted Carpenter wisely observed, “Creating a chaotic environment in which war crimes and massive human rights abuses could flourish did a monumental disservice to the Libyan people, and Washington bears most of the responsibility for that tragedy.  Moreover, it matters little if US intentions were good; the road to hell is paved with good intentions.  [All] policies must be judged by their consequences, not their motives or goals.”

How it plays out

During the first battle of Fallujah in April 2004, the Associated Press reported that US Marines bombed a mosque, killing forty (40) innocent “civilians” gathered for prayer.  From the AP’s initial report, the story took off like gang-busters.  False reporting was so intense that it caused senior military commanders to order the Marines out of Fallujah.  See also: The War Crimes that Weren’t.

Throughout the war in Iraq, western news sources routinely employed Iraqis to cover firefights, battles, and clearing operations. In most cases, however, media focused almost exclusively on events occurring around the capital city of Baghdad and only occasionally in outlying regions such as Ramadi and Fallujah. As in the case cited above, these Iraqi journalists were not disinterested parties to the conflict, and their reporting was not simply flawed; they were, more often than not, outright lies.

But the principal challenges in Iraq, and the greatest American/Coalition victories, were those that the American people know least about — because news media always handpicks the things they want the folks back home to know.

Haditha

The region was known as the Haditha Triad region in Al Anbar Province.  The triad region consists of the city of Haditha and outlying towns of Haqlaniyah, Barwana, and Albu Hyatt, all of which follow the Euphrates River corridor.

The enemy was Al-Qaeda in Iraq (AQI).  Because US and Coalition leaders failed to establish an early presence in Haditha, AQI felt comfortable putting down roots there.  It was a place where new fighters could enter Iraq from Syria, along with weapons, money, and supplies.  Haditha was where these men and materials could proceed unmolested into the Iraqi interior, to other strongholds.

Haditha was also the place where defeated AQI soldiers withdrew following such battles as Fallujah and Ramadi.  Defeated or not, they became battle-hardened veterans whose embellished tales of glory in the service of Allah inspired newly arrived AQI recruits.[1]

The US/Coalition made its first attempt to establish order in the Haditha Triad in 2005.  AQI responded by decapitating several high-ranking Iraqi police officials and murdering members of their families.  To mark their territory, AQI placed the decapitated heads atop stakes at major intersections leading into Haditha.  It was a clear warning to Iraqis and Coalition forces: stay out!  AQI was so successful in their campaign of intimidation that they even established a shadow government in the region and routinely sent out terrorist patrols to keep the locals “in line.”  2005 was also when the 3rd Battalion, 25th Marines (3/25) arrived in Haditha as a coalition show of force.  The battalion lost 49 men during its deployment in what became the deadliest deployment for a Marine battalion since the Beirut bombing in 1983.

At 0715 on 19 November, in this environment of decapitated heads sitting atop signposts, and in an area where 85% of the Iraqi residents oppose coalition forces, where citizens actively aid and abet AQI forces, a Marine security patrol from Kilo Company, 3rd Battalion, 1st Marines (Kilo 3/1) escorted a resupply convoy along the main supply route (MSR) when an improvised explosive device (IED) composed of 155mm artillery shells within a container filled with a propane igniter erupted, instantly killing Lance Corporal Miguel Terrazas.  At the instant of the explosion, Lance Corporal James Crossan was thrown out of the Humvee and was trapped under the vehicle’s rear tire.  Private First Class Salvador Guzman was riding in the back of the vehicle.  He was thrown from the vehicle, as well.  Crossan and Guzman were taken to a landing zone for emergency medical evacuation.

Subsequently, First Lieutenant William T. Kallop arrived on the scene.  His arrival coincided with the commencement of enemy fire coming from a nearby cluster of three houses.  Kallop instructed the Marines to “take the house.”  In clearing these houses, Marines employed standard clearing operations, which included the use of hand grenades and small arms fire.  During this action, Marines killed 15 Iraqis.  Lieutenant Kallop stated, “The Marines cleared [the houses] the way they had been trained to clear it, which is frags [grenades] first.  It was clear just by the looks of the room that frags went in, and then the house was prepped and sprayed with a machine gun, and then they went in.  And by the looks of it, they just … they went in, cleared the rooms, everybody was down.”

Significantly, evidence later used during an investigation of the incident included a video captured at the time of the incident by a Hammurabi Human Rights Organization co-founder, which instigated a Time Magazine Reporter’s “armchair” investigative report four months later, on 19 March 2006.  This video shot at the time of the incident strongly suggests a “set up” by AQI affiliates, a common tactic employed by terrorist factions in Iraq.  It was part of an effort by AQI to initiate an incident and use the consequences of that incident to discredit coalition forces. 

Apparently, it worked because military authorities charged eight Kilo Company Marines with violations of the law of war — four enlisted Marines with unpremeditated murder and four officers with dereliction of duty, including the battalion commander, Lieutenant Colonel Jeffrey Chessani.  In the military’s rush to judgment, the lives of all these Marines (and their loved ones) were negatively affected for years into the future.

Of the eight Marines charged, a military court convicted only one individual for violating the Uniform Code of Military Justice NOT connected to the Haditha incident.  He pled “guilty” for making a false statement that might have been no more than a lapse in memory.

In 2009, Colonel Chessani’s legal counsel, Richard Thompson (Thomas More Law Center), stated, “The government’s persecution of this loyal Marine officer continues because he refused to throw his men under the bus to appease some anti-war politicians and press, and the Iraqi government. Any punishment of LtCol Chessani handed down by a Board of Inquiry would be a miscarriage of justice because he did nothing wrong, and our lawyers will mount the same vigorous defense in this administrative proceeding as they did in the criminal.”

A military court eventually dismissed the charges as spurious or found them “not guilty” because the accusations — preferred against them by incompetent senior officers in their rush to judgment, who either unwittingly or intentionally conspired with Iraqi enemies of the United States, and with their enabler, Times Magazine journalist Tim McGirk — were unfounded.  The question of why military officials charged these Marines at all, particularly in light of the fact that they complied with the rules of engagement, remains unanswered — except that attorney Richard Thompson was prescient: “ … to appease some anti-war politicians and press, and the Iraqi government.”  Or could it be part of the US government’s intention to destroy the effectiveness of its own Armed Forces or convince young Americans not to join the All-Volunteer Force?

Conclusion

David French’s article (above) offered some food for thought: “Imagine if the United States had fought World War II with a mandate to avoid any attack when civilians were likely to be present.  Imagine Patton’s charge through Western Europe constrained by granting the SS safe haven whenever it sheltered among civilians.  If you can imagine this reality, then you can also imagine a world without a D-Day, a world where America’s greatest generals are war criminals, and where the mighty machinery of Hitler’s industrial base produces planes, tanks, and guns unmolested.  In other words, you can imagine a world where our Army is a glorified police force, and our commanders face prosecution for fighting a real war.  That describes our wars in Iraq and Afghanistan.”

US military policy in the Middle East has been inept and criminally negligent.  There is no rational basis for spending billions of dollars in maintaining a powerful armed force, for spending billions more sending those troops into combat, and then, through inane “rules of engagement,” restricting their ability to defeat the enemy and then prosecuting them for doing what the US military trained them to do.  Such policies present a clear and present danger to the morale and effectiveness of our combat forces and, by extension, demoralize the nation as well.

United States foreign policy is corrupt because the men and women who devise and implement those policies are immoral and inept.  United States domestic policy, particularly as it relates to the laws and regulations governing the nation’s prosecution of war, is equally flawed.  These unacceptable conditions result in unimaginable pain and suffering among those who live in the Middle East.  They cause immeasurable anguish among the loved ones whose husbands, sons, and daughters have died or seriously and permanently injured in a war the US government never intended to win.  These Inane policies have caused death and injury for nothing.  The United States has not “won” a war since the Second World War.  The reason for this is simple: The United States has not had a moral imperative for conflict since the Second World War.  I do not understand why the American people put up with such a government.

Conspicuously Gallant

Introduction

One of the things the American armed forces do for our society, a seldom advertised benefit to military service, is that young people with nowhere else to turn may find themselves, that they may find themselves a home, a family, kindred spirits who together, look after one another.  The military offers a place where one is fed and clothed, where they receive quality medical care, where they find a place to lay their head at night — and a lot more.  Education and skill training is part of the package.  Learning teamwork, self-discipline, and esprit de corps.  Marvelous transformations take place inside the military.  People change from being nobody’s to somebody’s — and, for most military veterans, it is a transformation that lasts them the rest of their lives.  Not everyone, of course, but most.  To most such young Americans, the military becomes a doorway, a step up, a directional device to the rest of their lives.

Stepping Up

Joseph Vittori

Joseph Vittori was one such individual.  Born in 1929 in Beverly, Massachusetts (a suburb of Boston), Joe’s father was a small farmer.  Farming is hard work, necessary of course, but quite often thankless work — and we know nothing of Joe’s father.  Not even his name.  We don’t know if he was a good father or abusive, pleasant, angry, sober, or sotted.  We only know that Joe graduated from high school in 1946 and soon after joined the U.S. Marine Corps on a 3-year enlistment.

Joe Vittori attended recruit training at Parris Island, South Carolina, graduating in December 1946.  This was a time when the government proceeded to demobilize the armed forces.  Marine infantry divisions were being placed into cadre status and the Marines reverted to their security duties at naval posts and stations and aboard ship’s detachments.  Joe’s assignments involved that very thing: Joe served security duty at the Norfolk Naval Shipyard, the Brooklyn Navy Yard, the Marine Detachment, U.S.S. Portsmouth, and the Philadelphia Navy Yard.  He joined the 2nd Marine Division at Camp Lejeune in January 1949 serving there until his discharge in October.

A Crisis Develops

Life was tough in 1949, owing to a significant economic recession in 1948.  In this period, unemployment approached 8%, the U.S. GDP fell nearly 2%, the cost of living index fell five points, and department store sales fell 22%.  Nevertheless, Joe Vittori took his discharge and returned to Beverly, working as a plasterer and bricklayer.  The work put money in his pocket, but it wasn’t the same as serving as a U.S. Marine.

On 25 June 1950, North Korean armed forces invaded South Korea, touching off the Korean War.  The incident prompted many young men, in circumstances similar to those of Joe Vittori, to reenlist in the Armed Forces.  Joe rejoined the Marine Corps Reserve in September 1950.  At this time, the Marine Corps was struggling to rebuild a combat-effective infantry division.  The Marines immediately ordered Joe to active duty and sent him to Camp Lejeune, North Carolina, for pre-deployment combat training.  Within a few months, Joe Vittori joined the 1st Marine Regiment in Korea, assigned to Fox Company, 2nd Battalion.

On 9 June 1951, while fighting with his company near Yang-Gu, Vittori received wounds from enemy fire (earning his first Purple Heart Medal).  Treated at the battalion aid station, Vittori was assigned to police duties while recovering from his wounds.  Within a few weeks, along with promoting Joe Vittori to Corporal, his battalion commander approved the young man’s request to return to his line company.

Battles of the Punchbowl

While battles raged across the entire Korean Peninsula, United Nations (UN) and North Korean (NK) officials attempted to negotiate an equitable settlement to the conflict.  When these efforts fell apart in August 1951, the UN Command decided to launch a limited offensive to restructure defensive lines opposing Chinese Communist (CHICOM) forces.  The effort, designed to deny the enemy key vantage points from which they could easily target key U.N. positions, resulted in the Battle of Bloody Ridge (August-September 1951) (west of the Punchbowl) and the Battle of Heartbreak Ridge (September-October 1951) (northwest of the Punchbowl).  See above map.

In late August, the 8th U.S. Army Commander, General James Van Fleet, ordered the 1st Marine Division to maneuver its three regiments around Inje-Gun to support the United Nations offensive by distracting CHICOM and North Korean People’s Army (NKPA) forces from the Battle of Bloody Ridge.  The Marines’ orders were to attack Yoke Ridge and advance to a new defensive line (called the Hays Line) marked by the southern edge of the Soyang River to the north of the Punchbowl.

Phase I

At 0600 on 31 August, the 7th Marines, consisting of its three organic battalions and reinforced by an additional two battalions of the 1st Regiment of Republic of Korea Marines (ROK Marines) launched an assault from Hill 793 up the eastern edge of the Punchbowl toward Yoke Ridge (west) and Tonpyong (east).  Despite poor weather, marked by torrential rains, the Marines resolutely reached their initial objectives and assaulted NKPA positions.

On 1 September the ROK Marines moved along Yoke Ridge, while the 7th Marines moved north, both assault groups clearing out NKPA bunkers with grenades and flamethrowers. The NKPA launched several small-scale counterattacks against the advancing Marines, but these were broken up by the combined arms of US and ROK ground forces. 

On the night of 1-2 September, the NKPA launched a night attack against the ROK Marines on Hill 924, driving them out of their positions, causing the loss of 21 ROK Marines killed and 84 wounded, but the NKPA had given up 291 KIA and 231 wounded.  After sunrise on 2 September, ROK Marines employed heavy artillery in recapturing Hill 924, consolidated their position, and then began moving against their next objective, Hill 1026.  After defeating several NKPA assaults, 3/7 advanced toward Hill 602, seizing that objective by 2:30 p.m. (1430).  The NKPA launched several company-size counterattacks on Hill 602, all defeated — but not without heavy losses on both sides: USMC losses were 75 killed, 349 wounded; communists gave up 450 KIA, 609 wounded, and 15 captured.

At 4 a.m. on 3 September, ROK Marines renewed their attack on Hill 1026, while 2/7 Marines assumed the defense of Hill 924.  As ROK Marines advanced, they encountered a large NKPA force advancing towards Hill 924, attacked them, and by midday, seized Hill 1026.  A short time later, the Korean Marines began their advance toward  Hills 1055 and 930.  When that mission was accomplished, UN forces had secured Yoke Ridge.  Meanwhile, to the west of the Punchbowl, the ROK 35th Infantry advanced unopposed to Hill 450, about 1.5 miles southwest of Hill 1026.

Phase II

Between 4–10 September, the 1st Marine Division and 1st ROK Marines consolidated their positions on Yoke Ridge, established the UN’s Hays Line, and built up ammunition and supplies for the second phase of the attack on Kan mu-bong Ridge.  The ridge was essential to defend the Hays Line and allow the U.S. X Corps to assault the NKPA’s main line of resistance (MLR).  A lull in fighting permitted the NKPA to reinforce their positions on Hill 673, opposite Hill 602.  Both sides engaged in active patrolling, and casualties on both sides were substantial.

The 7th Marines received orders to launch an attack no later than 3 a.m., on 11 September from the Hays Line through a narrow valley, across a tributary of the Soyang River, and then uphill towards Hills 680 and 673 with Hill 749 as a tertiary objective.  The 1st Tank Battalion provided direct fire support to the advancing Marines, while the 11th Marines provided indirect artillery support.  3/7 had the task of capturing Hill 680.  Despite extensive artillery and tank support, the NKPA put up stiff resistance to the Marines, preventing them from reaching the top of the hill before nightfall.  1/7, tasked with capturing Hill 673, also encountered strong opposition, stopping them short of their objective.

Over the night of 11-12 September, Marines from 2/7 moved to the rear of Hill 673, effectively cutting off any chance of escape by NKPA forces on the hill.  By 2 p.m., 1/7 had taken Hill 673, suffering 16 KIA and 35 WIA, killing 33 North Korean communists.[1]  During the night of 12 September, the elements of the 1st Marine Regiment relieved 1/7 and 3/7 on Hill 673.  2/1 relieved 2/7 on Hill 749 on the following day.

On 13 September, 2/1 Marines moved against Hill 749 to relieve 2/7.[2]  Hill 749 proved to be a heavily defended fortress of bunkers, covered trenches, tunnels, and part of the NKPA’s MLR.  2/1 Marines seized the summit just after noon but were soon driven back — finally gaining control of the summit by 3 p.m., but it would be nearly 9 p.m. before they could relieve 2/7 on the reverse slope. 

An abundance of enemy mines and a lack of supporting artillery delayed the 3rd Battalion’s advance toward Hill 751.  Sunset forced the Marines to dig in on the slopes of Hill 751.  In these fixed positions, the Marines endured enemy mortar fire and ten NKPA probing attacks during the night.

On 14 September, the two Marine battalions continued their assaults from the previous day.  2/1 cleared NKPA bunkers in a wooded area to the north of Hill 749 before advancing along the ridgeline towards Hill 812.  By 3:30 p.m., the attack had bogged down in the face of enemy frontal and flanking fire.  During this assault, Private First Class Edward Gomez smothered an NKPA grenade with his body, saving the lives of the rest of his machine gun team.[3]

3/1, supported by accurate airstrikes, seized most of Hill 751 by dusk and had dug in when the NKPA counterattacked at around 10:50 p.m.  Marine losses for the day included 39 killed in action and 463 wounded.  Communist losses were 460 KIA and 405 WIA.

In the early morning of 15 September 3/1, fought off a 100–150 man NKPA counterattack, killing 18 enemies and wounding 50 more.  Marines defeated another communist counterattack at around 3:00 p.m., with tanks subsequently destroying ten bunkers in front of Hill 751.  The Marines of 3/1 were held in place while the Marines of 2/1 were ordered to clear Hill 749.  A bloody slugfest evolved due to delayed artillery, limited air support, and a tenacious NKPA defensive network.  2/1 Marines, held in place by a stout communist defense, withdrew to their previous positions at nightfall.  The battalion gave up 70 wounded Marines.

On 16 September, Fox Company continued its assault on Hill 749.  A vicious enemy counterattack drove back the forward-most platoon, inflicting heavy casualties and causing the Marines to withdraw.  Corporal  Vittori organized an impromptu counterattack with two other Marines.  These three Marines, led by Corporal Vittori, immediately attacked the enemy in hand-to-hand combat to give the withdrawing Marines time to consolidate their new defensive positions.  When the enemy onslaught jeopardized a Marine machine gun position, Vittori rushed forward 100 yards fighting single-handedly to prevent the enemy from seizing the machine gun.  Leaping from one side of the position to another, Corporal Vittori maintained withering automatic rifle fire, expending over 1,000 rounds in the space of 3 hours.  He made numerous resupply runs through enemy fire to replenish ammunition.  When a machine gunner fell, Vittori rushed to take over his gun and kept the enemy from breaching the company’s lines.  Corporal Vittori kept up his stout defense until killed by enemy rifle fire.  On the following morning, Fox Company Marines discovered more than two hundred enemies lying dead in front of Joe Vitorri’s position.

For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty while serving as an Automatic Rifleman in Company F, Second Battalion, First Marines, First Marine Division (Reinforced) in actions against enemy aggressor forces in Korea on 15 and 16 September 1951. With a forward platoon suffering heavy casualties and forced to withdraw under a vicious enemy counterattack as his company assaulted strong hostile forces entrenched on Hill 749, Corporal Vittori boldly rushed through the withdrawing troops with two other volunteers from his reserve platoon and plunged directly into the midst of the enemy.  Overwhelming them in a fierce hand-to-hand struggle, he enabled his company to consolidate its positions to meet further imminent onslaughts.  Quick to respond to an urgent call for a rifleman to defend a heavy machine gun positioned on the extreme point of the northern flank and virtually isolated from the remainder of the unit when the enemy again struck in force during the night, he assumed the position under the devastating barrage and, fighting a singlehanded battle, leaped from one flank to the other, covering each foxhole in turn as casualties continued to mount, manning a machine gun when the gunner was struck down and making repeated trips through the heaviest shellfire to replenish ammunition. With the situation becoming extremely critical, reinforcing units to the rear pinned down under the blistering attack and foxholes left practically void by dead and wounded for a distance of 100 yards, Corporal Vittori continued his valiant stand, refusing to give ground as the enemy penetrated to within feet of his position, simulating strength in the line and denying the foe physical occupation of the ground. Mortally wounded by enemy machine-gun and rifle bullets while persisting in his magnificent defense of the sector where approximately 200 enemy dead were found the following morning, Corporal Vittori, by his fortitude, stouthearted courage, and great personal valor, had kept the point position intact despite the tremendous odds and undoubtedly prevented the entire battalion position from collapsing.  His extraordinary heroism throughout the furious night-long battle reflects the highest credit upon himself and the United States Naval Service.  He gallantly gave his life for his country.

Corporal Vittori’s remains were laid to rest at St. Mary’s Cemetery, Beverly, Massachusetts.  Upon his death, Corporal Vittori was 22-years old.

The seeds of the Spanish-American War

Background to the Modern Navy

There are naval historians who will tell you that the United States Navy never shined so brightly as it did during the American Civil War.  There may not be a better example of Navy innovation than its advancements in ship design, technology, medicine, and expeditionary (brown water) operations.  These innovations convince some that the Civil War must be regarded as the world’s first modern conflict.

At the conclusion of the Civil War, the U.S. Navy had 6,700 officers, and around 52,000 enlisted men serving aboard 670 ships.  The Navy Department consisted of 89 individuals, including the Secretary of the Navy.  But for the twenty following years, the U.S. Navy entered a period of steady decline.  The Navy’s decline was not due to the inattention of any naval officer or senior official; it was simply the result of a Congress that did not believe the nation could afford a standing navy.  Within a decade following the Civil war, all but a few navy ships had been sold off, scrapped, or mothballed for some future crisis.

In February 1880, the U.S. Navy had 65 operating steam vessels, 22 ships under sail, and 26 old ironclad vessels.  Five years later Admiral David D. Porter noted, “It would be much better to have no navy at all than one like the present, half-armed with only half-speed unless we inform the world that our establishment is only intended for times of peace, and to protect missionaries against the South Sea savages and eastern fanatics.  One such ship as the British ironclad Invincible could put our fleet ‘hor de combat’ in a short time.”

The concept of a peacetime navy was finally embraced with Congressional approval for new battleships in 1890.  Within four years, the United States Navy ranked sixth in naval power behind Great Britain, France, Italy, Russia, and Germany.  Both political parties may claim credit for restoring the U.S. Navy, but in reality, it was all due to the attention and diligence of one man: Assistant Secretary of the Navy, Theodore Roosevelt.

Background to Cuba and the Spanish Empire

Cuba, derived from the native Taino word Coabaña (Great Land), had been part of the Spanish Empire since 1494 when Columbus landed to carry out the Papal Bull of 1493, to conquer and convert West Indies pagans to Catholicism.

Inspired by the American and French Revolutions, the early 19th century witnessed three movements in Cuba: reformation, annexation, and independence.  After the removal of Ferdinand VII from the Spanish throne in 1808, Cuban creoles rebelled against Spanish authority and declared Cuba a sovereign state.  It was a brief period of independence because everyone involved was either executed or sent to prison in Spain.  The effects of Spanish authoritarianism were the development of several secret societies, all of which sought independence from Spain and all of whom became the focus of brutal suppression by Spain’s executive military commission.

 In 1868, Cuba was one of the few remaining locations of legalized slavery in the Western Hemisphere.  Cuban intellectuals felt terrible about that, of course.  Still, slavery was how Cubans achieved and maintained their vast wealth from sugar production, which explains slavery in Cuba.

The Plot to Aid Cubans

On 10 October 1868, certain landowners rallied the Cuban people to demand their independence from Spain; it later began the Ten Year’s War.  True to form, Spain employed its military to suppress the movement.  In the United States, President Ulysses S. Grant wondered if the United States should intervene; Secretary of State Hamilton Fish urged Grant to pursue a hands-off policy with Cuba.

As the insurrection continued, however, there developed an international sympathy for the Cuban people — including the empathy of the American press.  The American people responded to these press reports by actively supporting the Cuban people by purchasing bonds to help raise money for Cuban insurgents.  One patron of the Cuban insurgency was John F. Patterson, who was acting on behalf of the rebels when he purchased the former Confederate ship Virgin, lying idle in the Washington Navy Yard.  The ship was a side-wheeler designed as a blockade runner.  Patterson registered the ship in New York and renamed her Virginius.

At the same time, the United States had a vibrant business arrangement with Cuba, the consequence of which was the presence of U.S. Navy vessels charged with ensuring the protection of American citizens (and their business interests).  While in Cuban waters, the USS Kansas and USS Canandaigua protected Virginius, an American-flagged ship, from Spanish seizure. The ship operated for three years, funneling weapons, munitions, and men into Cuba.

In 1873, Patterson hired Joseph Fry as Master of Virginius.[1] Fry was an experienced seaman with fifteen years of service in the U.S. Navy before resigning in 1861 to join the Confederate States Navy.  After the war, Commodore Fry struggled to find worthwhile employment, so he understandably jumped at the opportunity to serve as the ships’ captain.

At the time Fry accepted his appointment, Virginius was moored in Kingston, Jamaica undergoing repairs.  Virginius was a tired ship in need of substantial rework, but Patterson and his Cuban allies could only afford to maintain essential seaworthiness.  The boilers were shot, but those repairs were far too expensive.  Fry discovered that most of the crew had deserted upon arriving in Jamaica, so he initiated a recruiting effort.

Of the 52 men hired, most were either American or British.  Many of these men were inexperienced seamen; most did not realize that the ship supported the Cuban rebellion.  Some of the crew were still boys, aged 13 and 14.  In those days, child labor was not an issue, and no one gave a second thought to youngsters taking on dangerous work.  While in Jamaica, the U.S. Consul met with Fry and warned him that if Spanish authorities ever captured him,  they would very likely have him executed.  Captain Fry did not believe the Spanish would execute a mere blockade runner and dismissed the warning out of hand.

The Executions

In mid-October 1873, Captain Fry and four mercenaries took the ship to Haiti, where Fry loaded ammunition and around 100 Cuban nationals.  A spy informed the Spanish when Virginius left port, and Spanish authorities dispatched the warship Tornado to capture her.  On 30 October, Tornado spotted Virginius approximately six miles off the Cuban coast and gave chase.  Virginius was heavily laden; the stress applied to barely adequate boilers made the vessel sluggish, and the ship began taking on water.  Tornado was a much faster ship — and heavily armed.  After sustaining some damage from Tornado’s guns, Fry surrendered the ship.  Spanish officers apprehended Fry, his crew, and all other passengers and transported them to Santiago de Cuba, where the Spanish military governor ordered them court-martialed for piracy.  The four mercenaries were put to death immediately, without trial.

The Executions

The Spanish court-martial found Fry and his crewmen guilty as charged.  Every man received a death sentence. U.S. Consul to Cuba, Henry C. Hall, protested the court-martial and imposed sentence, but the Spanish military authority ignored him.  As it happened, one of these condemned men claimed British citizenship.  Upon learning this, the British Consul to Cuba wired Jamaica and asked for the assistance of the Royal Navy to intervene in the scheduled executions.

The execution of Captain Fry and 37 of his crewman took place on 7 November.  If that wasn’t bad enough, the Spanish mutilated their remains and decapitated them to warn others.  An additional eight men were executed on 8 November.  However, the executions came to a halt when HMS Noble arrived and threatened to bombard Santiago — by this time, the Spanish had executed 53 men.

Until this time, the American press was reasonably conservative in reporting the Virginius incident, but when news of the executions became common knowledge, the press became aggressive in promoting the Cuban rebel’s position.  The New York Times, and other newspapers, urged war and demanded an end to Spanish colonies in the Americas.  Protests broke out all across the United States, with people demanding vengeance on Spain.  The British Ambassador to the United States even publicly opined that the American public was ready for war with Spain (which is by itself thought-provoking) and may suggest a British interest in such a confrontation.

The United States’ Response

After Consul Hall notified the State Department of Captain Fry’s arrest and court-martial on 4 November, Secretary Fish believed that it was simply another ship captured while aiding the Cuban rebellion, but at a cabinet meeting with the President on 7 November, the execution of the four mercenaries headed the agenda.  Present Grant determined that the United States would regard these executions as “an inhuman act not in accordance with the spirit of civilization of the nineteenth century.”  On the following day, Secretary Fish met with Spanish Ambassador Don José Polo de Barnabé to discuss the legality of Spain’s capture of a US-flagged ship.

At the next cabinet meeting on 11 November, President Grant (with the advice of his cabinet) determined that war with Spain was not desirable, but Cuban intervention was possible.  Then, on the following day, Secretary Fish learned that Spanish officials executed Captain Fry and 37 of his crew.  He cabled U.S. Minister Daniel Sickles in Spain, directing that he protest the executions and demand reparations for any American citizen killed.  On 13 November, Fish informed Spanish minister Polo that the United States would exercise a “freehand” in Cuba vis-à-vis the Virginius affair.  On 14 November, Grant’s cabinet agreed to close the Spanish legation unless Spain met U.S. demands for reparations.  Reports of other executions found their way into the White House.

On 15 November, Minister Polo visited Secretary Fish to inform him that Virginius was a pirate ship, that the crew posed a threat to the security of Spanish territory, and assured him that Spain would continue to act in its own national interests in this manner.  On that same day, Fish cabled Sickles again and instructed him as follows: (1) demand the return of Virginius to the United States, (2) release surviving crewmen, (3) offer a salute to the Flag of the United States, (4) punish the perpetrators of the inhuman crimes, and (5) pay an indemnity to the survivors of those killed.

The conversation between Sickles and Spanish Minister of State José Carvajal became testy, and Sickles concluded that an amicable settlement was not likely.  The Spanish press attacked the United States, Mr. Sickles, the British government and urged war with the United States.  Spanish President Emilio Castelar maintained a more relaxed attitude and resolved to settle the matter reasonably.

On 27 November, Minister Polo visited with Secretary Fish and proposed that Spain would relinquish Virginius and the remaining crew if the United States would agree to investigate the legal status of the ship’s ownership.  President Grant directed Fish to accept Spain’s proposals.  Grant suggested that the United States dispense with its demand that Spain render honors to the American flag if investigators determined that Virginius had no legal U.S. ownership.  A formal agreement to this effect was signed on 28 November — both governments would investigate the proprietorship of Virginius and any crimes perpetrated by any Spanish volunteers.

On 5 December, Fish and Polo signed an agreement that Spanish authorities would turn Virginius over to the U.S. Navy, with U.S. flag aloft, effective on 16 December at the port of Bahiá Honda.  Upon learning of this arrangement, Daniel Sickles resigned his post in protest.[2], [3]

Virginius

Virginius was returned to U.S. control as agreed on 17 December.  Spanish vessels towed Virginius to sea and turned her over to the U.S. Navy.  The ship was in complete disrepair and taking on water.  On the same day, U.S. Attorney George H. Williams determined that ownership of Virginius was fraudulent and that she was not entitled to fly the U.S. flag.  He also decided that Spain had every right to capture the ship on the open sea.

In January 1874, Spanish President Castelar was voted out of office and replaced by Francisco Serrano.  Sickle’s replacement was Caleb Cushing, a well-known attorney and Spanish scholar known for his calm demeanor.  Cushing opined that the U.S. was fortunate that Castelar had been Spain’s president up to that time because otherwise, Serrano’s temperament would have led to war between the U.S. and Spain.  Cushing’s primary duty involved obtaining reparations for the families of murdered crewmen and punishment for the official who ordered their executions.  By May 1874, Cushing had established himself with Spanish authorities as a reasonable and respectable man.

In June, Cushing notified Fish that the Spanish had agreed to proceed with negotiations for reparations.  In October, Cushing learned that President Castelar had secretly agreed to pay the British £7,700.  When President Grant learned of this agreement, he demanded $2,500 for each crewman executed. Each crewman not already identified as a British citizen would be regarded as an American.  Minister Polo’s replacement, Antonio Mantilla, agreed to the demand.  However, the actual payment was placed “on hold” when, in December, Spain reverted to a monarchy, and Alfonso XII became King of Spain.

Under an agreement on 7 February 1875, signed on 5 March, Spain paid the United States $80,000.00 for the killing of the American crewmen.  Spain’s case against General Don Juan Burriel, the officer who ordered the executions, which the Spanish government judged illegal, was taken up by the Spanish Tribunal of the Navy in June 1876, but Burriel died in December 1877 before any trial convened.

At the time of the Virginius Affair, the Spanish ironclad Arapiles anchored at New York Harbor for repairs.  During this visitation, the U.S. Navy realized that it had no ship that could defeat Arapiles; it was an awareness that prompted Secretary of War George M. Robeson to urge the modernization of the American fleet.  Congress subsequently authorized the construction of five new ironclad ships — all five of these ships participated in the Spanish-American War of 1898.

War with Spain (1898)

In 1898, the Spanish Empire was in decline.  It had experienced the Peninsular War (1807-1814), the loss of most of its colonies during the independence movements of the early 1800s, and three civil wars between 1832-1876.  Liberal Spanish elites, including Emilio Castelar, undertook efforts to bring the Old Empire into the age of New Nationalism.  Spanish conservatives, on the other hand, a prideful lot, sought to maintain their traditional sense of Spanish Imperial superiority.

In 1823, President James Monroe published his doctrine, which served as notice to European powers that the United States would not tolerate the expansion of European interests in the Western Hemisphere, nor their interference in newly independent states.  The U.S. would, however, respect the status of existing European colonies.  Before the Civil War, certain southern interests encouraged the U.S. government to purchase Cuba from Spain; they envisioned, of course, a slave state.  Known as the Ostend Manifesto, proposed in 1854, anti-slavery interests vigorously opposed it.

After the Civil War, U.S. business interests began monopolizing sugar markets in Cuba.  In 1894, 90% of Cuba’s total exports went to the United States, approximately 12 times its exports to Spain.  Thus, Spain may have exercised suzerainty over Cuba, but economic power fell within the realm of the United States.

Meanwhile, before he died in 1894, Jose Marti established “Cuba Libre” movement offices in Florida to help influence U.S. foreign policy toward Cuba.  The face of Cuban nationalism was vested in Tomas Estrada Palma.  His junta organized fund-raising events in the United States established relationships with the American press and helped organize the smuggling of weapons and munitions into Cuba.  Palma’s propaganda campaign generated enormous support for Cuba’s resistance to Spanish authoritarianism.  No one in the U.S. at the time had any interest in Spain’s other colonies in the Philippines, Guam, or Puerto Rico.  There was also no demand for an American overseas empire.

In 1895, Marti organized an invasion of Cuba from three locations — Costa Rica, Santo Domingo, and the United States.  The latter effort was stopped by U.S. authorities when they became aware of it.  The plan was sound, but its execution failed to deliver the victory promised by Marti.  Revolutionaries settled into another protracted insurrection.

In the minds of Spanish officials, the Cuban insurrection was an assault on Spain because Cuba was an off-shore province of Spain (not a colony), which was why Spanish officials resisted the insurrection with every drop of blood needed to accomplish it.  Spanish General Valeriano Weyler was both clever and ruthless in his efforts to contain the rebellion.  President McKinley regarded Weyler’s efforts as a campaign of human extermination.

No one was more effective in promoting Cuban nationalism than Joseph Pulitzer (New York Post) and William Randolph Hearts (New York Journal).  They became the face of America’s “yellow journalism.”[4]  Both papers regularly denounced Spain but had little influence outside New York.  As Cuban insurrection and suppression continued, American business interests suffered to such an extent that they petitioned President McKinley to end the revolt.  Concurrently, European businessmen petitioned Spain to restore order.

The American people overwhelmingly supported Cuban rebels.  For his part, McKinley wanted to end the insurrection peacefully — and opened negotiations with the Spanish government to accomplish it.  Initially, Spanish authorities dismissed McKinley’s efforts but offered the possibility of negotiation at some unspecified future date.

As a demonstration of the United States’ guarantee for the safety of Americans living in Cuba, President McKinley ordered the USS Maine to Havana Harbor.  Less visible to the American people, McKinley also directed additional ships of the Atlantic Squadron to take up station in Key West, Florida.  Other U.S. Navy ships quietly moved to Lisbon, Portugal, and Hong Kong.

At around 21:40 on 15 February 1898, USS Maine blew up and sank.  Two hundred fifty sailors and Marines lost their lives.  Yellow journalists told the American people that the Spanish destroyed Maine while at anchor — an overt act of war.  All Spain could do was deny the allegation, but the more they denied any involvement, the less anyone in the United States believed them.  Somewhat panicked, the Spanish government turned to other European powers to intercede with the United States.  Most of these European powers advised the Spanish government to accept U.S. conditions for Cuba.  Only Germany urged a united European confrontation with the United States.

The U. S. Navy’s investigation of the sinking of the Maine concluded that the ship’s powder magazines ignited under the ship’s hull.  No one was interested in this finding, however, including Assistant Secretary of the Navy Theodore Roosevelt.

So, America went to war.

[1] While we do not hear much about Joseph Fry (1826-1873) in history, this Florida-born lad graduated from the US Naval Academy in 1846.  In 1841, the 15-year old Fry traveled to Washington, made a call on the President of the United States (John Tyler), and asked for his patronage for admission to the US Naval Academy.  Tyler granted the appointment and Fry entered the Academy on 15 September 1841.  Fry had a distinguished career in the Navy, attaining the rank of Captain before 1861.  He resigned from the Navy to serve the state of Florida.  During the Civil War, while serving as a Commodore, Fry earned an exceptional reputation for his fighting spirit and combat seamanship.

[2] Daniel Edgar Sickles (1819-1914) was a member of the US House of Representatives, served as a New York State Senator, a Civil War major general, and was the recipient of the Medal of Honor.  He served as US Minister to Spain from 1869 to 1874.  While serving in the New York Assembly, Sickles received a reprimand for escorting a prostitute, one Miss Fanny White, into its chambers.  He also reportedly took her to England in 1853 while serving as a secretary to the US Legation in London and upon introducing her to Queen Victoria, used the name of one of his New York political opponents.

[3] In February 1859, when Sickles discovered that his wife, Teresa Bagioli (aged 21, half her husband’s age) was having an affair with Washington DC district attorney Philip Barton Key III, Sickles shot Key dead in the street across from the White House.  Philip Key was the son of Francis Scott Key.  Authorities charged Sickles with premeditated murder.  His attorney, Edwin M. Stanton (later, Secretary of War Stanton) won an acquittal on the basis of Sickles’ “temporary insanity.”  The plea was the first time it was used in an American courtroom.

Digging Graves

Background

Kǒng Fūzǐ, otherwise known in the western world as Confucius (551-479 BC), was a paragon of Chinese philosophers and sages and, perhaps, one of the most influential individuals in all human history.  His teachings emphasized personal morality, justice, kindness, and sincerity — but his school of thought was only one of a hundred philosophical and legalistic academies during China’s Qin dynasty.  He once warned, “Before you embark on a journey of revenge, dig two graves.”

Charlie Wilson

Operation Cyclone was the brainchild of Texas Congressman Charles Nesbit Wilson (also known as Charlie Wilson).[1]  It was the codename for a Central Intelligence Agency program to arm and finance the Afghan mujahideen (1979-1989) during the Soviet intervention in Afghanistan.  It was one of the most protracted and most expensive covert CIA operations ever undertaken.

Wilson’s idea was to funnel black money through the CIA to financially support radical Islamists who more or less worked under the control of Pakistani military dictator Muhammad Zia-ul-Haq (1977-1988).  We don’t know how much of this money Zia diverted to his atomic weapons project, but it may have been substantial.  Between 1980-1986, the CIA sent between $20-40 million to Afghanistan annually; in 1987, this amount increased to $640 million annually.  CIA funding continued after the Soviet Union departed Afghanistan in 1989 to support the Afghan Civil War (1989-1992).  Before Zia’s death, he successfully wooed both the United States and China into a ménage à trois — which was “just fine” with Charlie Wilson, a Democrat, who leaned in that direction anyway.

The CIA’s arms deal included the state-of-the-art Stinger surface-to-air shoulder-fired anti-aircraft weapon that cost around $38,000 each.  We sent thousands of these to Afghanistan to help the Islamists rid themselves of the Soviet MI-24 (Hind) helicopter.  Once CIA operatives instructed the Islamists how to employ these weapons, no Russian helicopter was safe.  How many of these Stinger missiles remained in Afghanistan after the CIA withdrew its support is unknown.  Still, at some point, the supplies diminished — driving Islamists to employ a much cheaper and easier to obtain weapon: the Rocket Propelled Grenade (RPG).

The RPG fires a shaped charge explosive warhead.  There are various warheads, but the most common is the high explosive (HE) round and high explosive anti-tank (HEAT) round.  Either of these is devastating to helicopters.

As it turned out, the Americans instructing mujahideen on fighting a sophisticated enemy combat force did an extraordinary job.  Radical Islamists later turned these skills toward the Americans once the United States decided to replace the Russian invaders in 2003.  Americans in Afghanistan have been digging graves ever since.

Extortion One Seven

Members of the U. S. Navy’s Seal Team Six assaulted a Pakistani compound on 2 May 2011, killing the founder and leader of al-Qaeda, Osama bin Laden.  It was a CIA-led operation with the Joint Special Operations Command (JSOC) codenamed Operation Neptune Spear.  Operating alongside the Navy’s special warfare group was an element of the 160th Special Operations Aviation Regiment (Airborne) (Night Stalkers).  This operation ended a nearly ten-year search for bin Laden, the alleged mastermind of the 9/11 attack upon the United States.

One month earlier, the US Tenth Mountain Division turned control of Combat Outpost Tangi over to Afghan government forces.  It was an interesting “turnover” since the Afghan Defense Force (ADF) never actually occupied the base, so Taliban forces took the initiative to seize it for their use.  There could be a connection here, but I hesitate to judge.  In any event, US forces continued to operate in the Tangi area.  By 2011, the number of Taliban in Tangi was significant.  On 8 June, Taliban ground forces engaged a US Army CH-47 Chinook helicopter from five or six different locations with 14 separate RPG attacks forcing the overwhelmed helicopter to abandon its mission.

At about this same time, US intelligence determined that senior Taliban leader Qari Tahir might have operated from within the Tangi Valley.  Thus, the International Security Force (ISF) command group ordered American/Coalition forces working within Wardak Province to locate Tahir and capture or kill him.

Beginning around 22:30 hours (local time) on 5 August, a platoon of 47 Army Rangers departed their forward operating base in Logar Province aboard two CH-47D aircraft.  After a thirty-minute flight, the two helicopters landed near a compound believed to be the location of Tahir.  After disembarking the Rangers, the helicopters departed the area.  It was a high-risk operation.  Two AH-64 Apache gunships and an AC-130 gunship remained on station to provide intelligence, surveillance, and aerial reconnaissance of the area.  Seventeen SEALS served as a reserve force.

As the Rangers approached the designated compound, ISR aircraft observed numerous individuals leaving the compound, but the Rangers did not engage these people.  Apache aircraft did engage a different group of around eight insurgents, reporting six of these insurgents killed in action.  Meanwhile, ISR assets continued to observe the disengaged group, estimating between 9-11 fighters.  The on-site commander believed that these individuals might include Tahir.  At 0100, the task force commander directed the SEALS to engage these suspected insurgents.  The Aviation Brigade Commander took nearly an hour to approve a new landing zone for the SEAL infiltration.  At 02:00, the task force commander decided to increase the size of the SEAL Team from 17 to 33 warriors and then, to reduce transportation time, command authority loaded SEAL reinforcements into a single CH-47D; another aircraft served as a decoy that would land at a separate landing site.

While this part of the operation was unfolding, the Taliban force split into two sections.  At around 02:15, one team of three insurgents went to a stand of trees; the other group entered a building located 1.2 miles from the original compound.  Since the Apache helicopters were involved in tracking these two groups of insurgents, they could not offer security or fire support to either of the two in-bound CH-47Ds.

Six minutes out, the decoy CH-47D split off and returned to base.  The remaining helicopter, callsign Extortion One Seven, proceeded to the earlier landing zone.  One minute out, Extortion One Seven descended to an altitude of 100 feet and reduced its airspeed to around 58 knots.  A third group of Taliban previously undetected by the Americans fired 2-3 RPGs from a two-story building.  The second round fired struck Extortion One Seven’s aft rotor assembly.  Within five seconds, the CH-47D crashed and exploded, killing everyone on board.  It took the Apache aircraft another thirty seconds to report the 47’s destruction.

The official determination in the after-action report was “wrong place/wrong time.”  Such things do happen in war.  People die.  Suddenly.  But former Navy JAG Officer, Lieutenant Commander Don Brown,[2] disagrees.  He claims the US military intentionally concealed what happened to Extortion One Seven, much in the way the Army lied about the circumstances of Patrick Tillman’s death in 2004.

After reviewing all the evidence available to him (unclassified material), Brown concluded that military command sacrificed the SEAL Team through gross negligence during mission planning and covering up what happened.  As Brown understood the facts, seven ADF personnel slipped aboard Extortion One Seven without authority (a significant security breach), men who had no role in the operation.  Moreover, the rules of engagement (ROE) precluded pre-landing suppression fire within the CH-47D’s designated landing zone.  Brown argued that a pre-landing suppression fire would have saved Extortion One Seven from destruction.

On the issue of the seven ADF personnel, Brown contends that the remains of these men were flown to the United States and cremated, as reported in the Washington Times, leading Brown to conclude, “Something went terribly wrong inside that helicopter, and whatever went wrong was most likely beyond the pilot’s control.”  Brown also raises the question about a so-called helicopter black box, which the Army contends does not exist in that model aircraft.  But Commander Brown was adamant, asking why the Brigade commander sent Rangers back to the crash site looking for something that doesn’t exist.

Brown additionally claimed that the AC-130 gunship circling above the LZ spotted suspected Taliban insurgents moving on the ground toward Extortion One Seven’s designated landing site and requested permission to engage those insurgents.  According to Brown’s investigation, the task force commander denied the gunship permission to engage.  US Air Force Captain Joni Marquez, assigned to the AC-130 gunship at the time as firing officer, confirmed Brown’s assertions, and agreed with his conclusion that denying the gunship permission to engage sealed the fate of the CH-47D.

Conclusion

The cost in American lives from the US teaching a potential enemy how to kill our sons and daughters has been too high.  It is incomprehensible that any official of the US government would plant the seeds for a lethal future conflict for no other reason than to engage in an illicit relationship with a socialite.  Worse, Wilson soon had the full cooperation of the White House, CIA, and House of Representatives.

[1] Wilson’s motivation for starting the so-called Charlie Wilson War was his infatuation with Joanne Herring, a quite-wealthy anti-Communist crusader.  Herring, appalled by the Soviet invasion of Afghanistan in 1979, employed her feminine wiles in convincing Wilson to take up her cause of revenge against the Soviet Union.  Joanne Herring is also believed to have had an intimate relationship with Muhammad Zia-ul-Haq while serving as “Honorary Consul” at the Pakistani Consulate in Houston, Texas.  Osama bin-Laden may have been the founder and leader of al-Qaeda, but it may have been Joanne Herring who started it.  Treason, anyone?  Anyone?

[2] Brown served as legal counsel to Army Lieutenant Clint Lorance, who was charged and convicted for war crimes.  Brown’s subsequent book Travesty of Justice: The Shocking Persecution of Lt. Clint Lorance was a major factor in Lorance’s pardon by President Donald J. Trump in 2019.
